HomeMy WebLinkAbout(0184) M&C 21-0033City of Fort Worth, Mayor and DATE: 01/12/21 Texas Council Communication LOG NAME: 20W7TH ST CONSTRUCTION SUBJECT M&C FILE NUMBER: M&C 21-0033 (CD 9) Authorize Execution of a Contract with Reyes Group, Ltd. in the Amount of $4,937,193.00 for Paving and Traffic Signal Improvements for West 7th Street from University Drive to Trinity River Bridge (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council authorize execution of a contract with Reyes Group, Ltd. in the amount of $4,937,193.00 for paving and traffic signal improvements for West 7th Street from University Drive to Trinity River Bridge (City Project No.101555). DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize execution of a contract for paving and traffic signal improvements for West 7th Street from University Drive to Trinity River Bridge. The total overall project budget is $8,500,000.00, which includes planning, design, land acquisition, project administration, construction, inspection, testing, utility relocations, and contingencies. The project scope includes the construction of a 4-lane street section between University Drive to Trinity River Bridge, including pedestrian, landscape, illumination, traffic signal, and bike lane improvements. Interested stakeolders and community groups such as Linwood Neighborhod Association, Monticello Neighborhood Association, West 7th Neighborhood Alliance, Montgomery Plaza, FWWR, Trinity Metro, and nearby residents and business owners were informed of the proposed improvements in the area. Trinity Metro provided feedback on the location of the bus stops and approved the final design. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. This project is being funded by the 2018 Bond Program Fund as shown in the following table: Fund M&C Existing Appropriations 34018 - 2018 G-19306 $8,500,000.00 Bond Program Project Total $8,500,000.00 The project was advertised for bid on September 24, 2020, and October 1, 2020, in the Fort Worth Star -Telegram. Construction is expected to start in March 2021. Reyes Group, Ltd. is in compliance with the City's BDE Ordinance by committing to 11 % MBE participation on this project. The City's MBE goal on this project is 10%. Additionally, Reyes Group, Ltd. is a certified M/WBE firm. The project is located in COUNCIL DISTRICT 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Funds for the West 7th St -Univ to Trinity R project to support the approval of the above recommendations and award of the contract. Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds. Submitted for City Manager's Office by.
