RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing under the guidelines set forth by the Texas Parks and Wildlife Code, Chapter 26, Protection of Public Parks and
Recreational Lands;
2. Find that no feasible or prudent alternative exists for the use of Deer Meadow Park for the installation of the integrated pipeline easement and
associated infrastructure;
3. Find that the proposed integrated pipeline easement and associated infrastructure includes all reasonable planning to minimize harm to the
parkland, including that all infrastructure and equipment will be constructed in Deer Meadow Park as specified on the attached exhibits and as
noted in the discussion below; and
4. Close the public hearing and authorize the use of approximately 0.033 acres of dedicated parkland at Deer Meadow Park for the
proposed integrated pipeline easement with associated infrastructure improvements; and
5. Authorize the execution and recording of all necessary documents to complete the conveyance of an easement to the Tarrant Regional Water
District.
DISCUSSION:
The Tarrant Regional Water District (TRWD) is requesting the use of a portion of Deer Meadow Park (Park) for an integrated pipeline easement
and associated infrastructure. The Integrated Pipeline Project (IPLP) is being constructed to meet the demands for water in Tarrant County and
Dallas.
The IPLP is a water delivery transmission system connecting Lake Palestine to Benbrook Lake, with connections to Cedar Creek and Richland -
Chambers Reservoirs. The project will supply up to 60% of the water demand in Tarrant County.
TRWD has developed phase one of the project from Richland Chambers and Cedar Creek Reservoirs. Phase two will extend to Benbrook Lake.
The IPLP involves the installation of an integrated pipeline ranging in size from 84 to 120 inches.
A 150' wide right of way is necessary for the infrastructure being proposed for the project. A small portion of the right-of-way falls on parkland. The
proposed easement will encompass approximately 1,417 square feet or 0.033 acres of parkland. Access for construction will be limited to the
area of the easement and no temporary workspace is being requested.
On September 25, 2019, the Park & Recreation Advisory Board endorsed Staff's recommendation to the City Council to authorize the use of Deer
Meadow Park for the installation of the integrated pipeline easement and associated infrastructure.
In accordance with State law, public notice of the hearing was advertised in the Fort Worth Star -Telegram on January 12, 2021, January 19, 2021,
and January 26, 2021. An exhibit map was available for public review on the Park & Recreation Department website.
Signage was posted at the site noting the proposed use and providing instructions for directing comments to the Department. An email
announcing the proposed conversion was sent to District 6 Council Member, Jungus Jordan, on December 31, 2020. Staff will note any public
comment received during the public hearing Report of City Staff.
Deer Meadow Park is located in COUNCIL DISTRICT 6.
Deer Meadow Park - located at 11600 S. Oak Grove Road, south of McPherson Road, west of Interstate 35W, north of Rendon Crowley
Road, east of Rendon Road.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity
