RECOMMENDATION:
It is recommended that the City Council authorize the execution of an engineering related professional services contract with Gary P. Kutilek d/b/a
The Landscape Alliance, in the amount of $185,362.00 for the Marine Creek Lake, Kingsridge, Kingsridge West, and Vineyards at Heritage Park
development projects (City Project Nos. 100577, 102323, 102318).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of an engineering related professional services
contract with Gary P. Kutilek d/b/a The Landscape Alliance (TLA), in the amount of $185,362.00 for master planning and construction document
preparation for the Marine Creek Lake, Kingsridge, Kingsridge West and Vineyards at Heritage Park development projects.
TLA will provide professional engineering park design services for the four park sites that will include active and passive neighborhood park
amenities such as practice athletic fields, concrete trails, playgrounds, picnic shelters, exercise equipment and site furnishings.
2018 Bond Program, Park Dedication Fees, and Gas Revenue funds have been allocated for all four parks.

These projects are included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until
debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
M/WBE OFFICE - Gary P. Kutilek d/b/a The Landscape Alliance is in compliance with the City's BIDE Ordinance by committing to 39% SBE
participation on this project. The City's SBE goal on this project is 7%.
Marine Creek Lake Park is located in COUNCIL DISTRICT 2; Vineyards at Heritage Park is located in COUNCIL DISTRICT 4; and Kingsridge
and Kingsridge West Parks are located in COUNCIL DISTRICT 7
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund
for the Marine Creek Lake Park, Kingsridge/Kingsridge West, and Vineyards at Heritage Park projects to support the approval of the above
recommendation and execution of the engineering contract. Prior to any expenditure being incurred, the Park & Recreation Department has the
responsibility to validate the availability of funds.
