HomeMy WebLinkAbout2021/01/12-Attachments-M&C 21-0045City of Fort Worth, Texas Mayor and Council Communication DATE: 01/12/21 M&C FILE NUMBER: M&C 21-0045 LOG NAME: 362019HSGP.SA1 RESOLUTION SUBJECT (ALL) Adopt Resolution Authorizing the Acceptance of Fiscal Year 2019 Homeland Security Grant Funds from the US Department of Homeland Security Through the State of Texas, Office of the Governor RECOMMENDATION: It is recommended that the City Council adopt the attached resolution authorizing the application and acceptance of Fiscal Year 2019 Homeland Security Grant Program funds from the US Department of Homeland Security through the State of Texas, Office of the Governor. DISCUSSION: On September 9, 2019, the City Council authorized the acceptance of the Fiscal Year 2019 Homeland Security Grant Program (HSGP) administered by the State of Texas, Office of the Governor via the approval of Mayor and Council Communication (M&C 19-0118). As a result, the City of Fort Worth (City) was awarded a credit in the amount of $3,381,183.00 under the Homeland Security Grant Program - Urban Area Security Initiative (HSGP-UASI) for the procurement of homeland security related equipment and services. On October 20, 2020, the City Council accepted an additional award of $35,828.67 for a total award of $3,417,081.67 via the approval of M&C 20-0763. The additional funding received under the 2019 HSGP-SHSP program was allocated towards Grant 4180301, Interoperable Communications Working Group Project in the amount of $35,828.67. This funding will go towards the purchase of portable radios and gateways on behalf of the North Central Texas Interoperable Communications Working Group. The bridge and radios will be utilized in training, table top exercises, and field exercises sponsored or conducted by the North Central Texas Council of Governments (NCTCOG). To satisfy the State requirements, the attached resolution is based on the form provided from the State, and (i) provides authorization for the acceptance of the 2019 Homeland Security Grant Program funds from the State of Texas, Office of the Governor; (ii) affirms acceptance and agreement that in the event of loss or misuse of the Office of the Governor funds, the City Council assures that such funds will be returned to the Office of the Governor in full; and (iii) designates any Assistant City Manager as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. Indirect costs are allowable under this program as described in 2 C.F.R. 200.414 and have been requested. The grant has no local match requirement. This M&C serves ALL COUNCIL DISTRICTS.
