AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $11,494,189, SU13JI=CT TO RECEIPT OF
THE CONSOLIDATED PLAN GRANT FROM THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT, FOR THE PURPOSE OF FUNDING THE CITY'S
CONSOLIDATED ACTION PLAN; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONI=LICT HERI=WITH; AND PROVIDING AN i=FFECTIVE DATE.
BE IT ORDAINEb BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
Tha# in addition to those amounts allocated to the various City departments for Fiscal Year 2(365-2806 and
in the Budget of the City Manager, there shall also be Increased estlma#ed receipts and appropriations in the
Grants Fund in the amount of $11,494,189, subject to receipt of the Cansalidated Action Plan grant from the
U.S. Department of Housing and Urban Development, for the purpose of funding the City's Consolidated
Plan.
51=CTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void
for any reason by a court of competent jurisdictian, such decisian, apinion ar judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
Thai this ordinance shall be cumulative of Ordinance Na. 16582 and all other ardinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall taKe effect upon adoption.

SUBJECT:
Approval of the 2005-2007 Cansolidated Action Plan Grant Application (CDBG, HOME, ADDI, ESG
and HOPWA Grants) for Submission to the U.S. Department of Housing and Urban Development
(HUD), Authorize the Use of Funds from the CDBG and HOME Interest Earned Revolving Laan
Funds; and Adopt the Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:

1. Conduct a public hearing to allow citizen input and consideration of the 2006-2007 Cansolidated Action
Plan (CAP};
2. Authorize the use of $520,000, in estimated program income from the GDBG & HOME repayments and
interest earned and Revolving Loan 1=unds;
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations of the
Grants Fund in the amount of $11,494,189 ($6,787,504 for Community Development Block Grant (CDBG}
Program funds, $520,000 in estimated program income, $289,087 in Emergency Shelter Grant (ESG}
Program funds, $3,020,899 in HOME Investment Partnerships Program funds, $63,699 in American Dream
Dawn Payment Initiative (ADDI) Program funds and $813,000 in Housing Opportunities for Persons with
HIVIAIDS (HOPWA} Program funds, all totaling $11,494,989, subject to receipt of the grant; and
4. Apply indirect cost rates, as applicable, for the Grants Fund in accordance with the City's Administrative
Regulations.
DISCUSSION:
In 1994, HUD put forth a new policy regarding housing and community development activities carried nut by
local jurisdictions, which requires jurisdictions to submit a CAP Grant Application. The CAP Grant
Application is a document which details the funding uses of the five major HUD entitlement funding sources
in support of the Cansolidated Plan, which was submitted on April 16, 2005.
Working cooperatively with non-profit organizations, school districts, and the private sector, City staff has
been able to produce a Consolidated Plan which is both broad in scope and comprehensive with respect to
the inclusion of activities and funding sources in addition to the five grants listed above.
Each year the City is required to submit a revised CAP Grant Application detailing the activities to be funded
by the five major funding sources. The funding figures reflect the City's allocations, and are based nn
FY2006 federal entitlement formula allocations for the Community Planning and Development Programs.
The CAP Grant Application details the projected use of funds for the upcoming- program year beginning
June 1, 2006 and ending May 31, 2007. Once the CAP Grant Application is approved, the City will be

eligible to receive grant funding for the HUD programs listed above. At least 51 % of these funds wilt benefit
tow and moderate-income citizens of the City of Fort Worth.

The Finance Director certifies that upon approval of the above recommendations, adoption of the attached
appropriation ordinance and receipt of the grants, funds will be available in the current operating budget, as
appropriated, of the Grants Fund.
