HomeMy WebLinkAbout2021/01/12-Attachments-M&C 21-0006City of Fort Worth, Mayor and Texas Council Communication DATE: 01/12/21 M&C FILE NUMBER: M&C 21-0006 LOG NAME: 03CHISHOLM TRAIL PARK PHASE 2 PUBLIC ART SUBJECT (CD 6) Authorize Execution of an Artwork Commission Contract with Jill Bedgood in an Amount Up to $72,900.00 for Fabrication, Delivery, Installation and Contingencies for Phase 2 of the Chisholm Trail Park Public Art Project Located at 4680 McPherson Blvd, Fort Worth, TX, 76123, and Find that the Use of Funds for Public Art for this Project Complies with the Voted Purpose of the Bond Funds RECOMMENDATION: It is recommended that the City Council: Authorize the execution of an Artwork Commission Contract with Jill Bedgood in an amount up to $72,900.00 for fabrication, delivery, installation and contingencies for Phase 2 of the Chisholm Trail Park Public Art Project located at 4680 McPherson Blvd., Fort Worth, TX, 76123; and 2. Find that the use of the funds for public art for this project complies with the voted purpose of the bond funds. DISCUSSION: Approval of this Mayor and Council Communication (M&C) will enable artist Jill Bedgood to implement Phase 2 of her Final Design for Chisholm Trail Park, which celebrates the park's natural prairie ecosystems: geology, hydrology, and flora and fauna, and honors the ancestry of the land with unique, highly -detailed, full -color original drawings by the artist fabricated in porcelain enamel on steel and presented on metal screens in various areas of the park. The drawings' prominent circular motif symbolizes the communities, continuity and connections that make up these systems and our place within them. Each screen will include a site map to orient visitors. In all, the artwork seeks to provide educational information to spark curiosity and appreciation for this important natural resource. Artist's approved Final Design consists of three (3) artwork screens each featuring a number of the artist's drawings fabricated in porcelain enamel on steel discs, each five (5) to twelve (12) inches in diameter. These are bolted onto a screen fabricated of painted 2-inch square steel tubing, measuring three (3) by seven (7) feet and raised off of the ground so they appear to float against the view of the prairie visible through an open framework. Phase 1 (2014 Bond Program): "Flora and Fauna" depicts birds, insects, plants, and flowers found in the park. "The Pond" centers on aquatic life, including water birds, plants, fish and predators such as the coyote who comes to the pond to drink and hunt. Status: Final phase of fabrication. Phase II (2018 Bond Program): "The Prairie" features additional prairie citizens, past and present, such as buffalo, ammonite fossils, hawks, spiders and native grasses, and calls attention to the seep hydrology at work in this hilly, stepped area of the park. Status: Pending approval of this M&C. Fort Worth Art Commission (FWAC) Action: On August 14, 2017, the Fort Worth Art Commission (FWAC) approved Artist's Final Design for all three (3) artwork screens ("Flora and Fauna", "The Pond" and "The Prairie"); and recommended the commissioning of Phase I as described above. On November 16, 2020, the FWAC recommended that the artist be commissioned to implement Phase Il, "The Prairie" as described above. Park Advisory Board: Staff made a presentation of the approved Final Design to the Park Advisory Board on November 15, 2017. The artist shall require her subcontractors to pull all permits required for this project, however, the City shall waive any fees for these permits as this project is funded by City Bond funds. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Annual maintenance on this project is anticipated to be $1,200.00. Phase 2 Project Budget Amount Contract Project Management Allocation $8,100.00 CSC #54598 Commission and Contingency $72,900.00 This M&C Total $81,000.00 Funding Sources Amount 2018 Bond Program $81,000.00 Total $81,000.00 M/WBE OFFICE - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars expended on public art annually. Mayor Pro Tern Jungus Jordan concurs with the Art Commission's recommendation to commission Jill Bedgood to fabricate, deliver, and install artwork for Phase 2 of the Chisholm Trail Park Public Art Project. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the FWPA Chisholm Trail Park, Ph2 project to support the approval of the above recommendation and execution of the contract.
