Adopt the attached ordinance adjusting receipts and appropriations in the Stormwater Capital Project — Bonds Fund by increasing receipts and appropriations in the Mercado Channel Improvements project (City Project No. C00779) in the amount of $3,862.35 and decreasing receipts and appropriations in the Unspecified project by the same amount; 2. Adopt the attached ordinance adjusting receipts and appropriations in the Stormwater Capital Project — Bonds Fund by increasing receipts and appropriations in the Meacham Boulevard — Mark IV Drainage project (City Project No. C00666) in the amount of $38,614.48 and decreasing receipts and appropriations in the Unspecified project by the same amount; 3. Adopt the attached ordinance adjusting receipts and appropriations in the Stormwater Capital Project — Bonds Fund by increasing receipts and appropriations in the Summercrest Court Drainage Improvement project (City Project No. C01023) in the amount of $35,218.74 and decreasing receipts and appropriations in the Unspecified project by the same amount; and 4. Amend the FY2021-2025 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to provide for capital project clean-up as identified for certain bond funded stromwater projects. Items of clean up that are needed include actions such as authorizing transfers, balancing receipts and appropriations for the retainage accounts of three completed Stormwater projects to facilitate closing, provide correcting budget transfers and journal entries to balance the projects to fulfill capital obligations as needed. As the City has enhanced budgetary and expenditure controls, these requested items seek approval for transparency and control purposes. To the extent possible, each request has been reviewed by the Budget Division in conjunction with the participating department for accuracy and completeness. Project No. C00666 Meacham Boulevard — Mark IV Drainage Improvements, Stormwater Capital Project - Bonds Fund This project was a Hazardous Roadway Overtopping Mitigation (HROM) project. Meacham Boulevard east of Mark IV Parkway was subject to overtopping and road closures in minor storms due to undersized culverts. The existing culverts were replaced with larger box culverts. Erosion protection was installed upstream and downstream of the crossing. The project was completed August 2014. Project No. C00779 Mercado Channel Improvements, Stormwater Capital Project - Bonds Fund This project was a Hazardous Roadway Overtopping Mitigation (HROM) and channel improvements project. The project was located in Mercado Channel from its confluence with Marine Creek to the intersection of 20th Street and Commerce Street. Existing culverts under 21st Street and 22nd Street were undersized, causing flooding of the streets and commercial property adjacent to the existing channel. The channel also had streambank erosion concerns. Improvements included channel widening to increase capacity and bank stabilization. Erosion control measures were installed upstream and downstream in the channel. The project was completed April 2015. Project No. C01023 Summercrest Court to Lower Willow Lake Channel, Stormwater Capital Project - Bonds Fund This project involved the design and construction of drainage improvements along Summercrest Drive and Briarhaven Road as well as a separate system on Trails Edge Road. These improvements were needed to alleviate repetitive flooding in the neighborhood. The project included an existing conditions assessment and an alignment analysis with subsequent design of improvements to meet current City standards. Construction was completed spring of 2012. Funding for these projects was not included in the FY2021-2025 Capital Improvement Program due to the projects already being balanced and closed. Funding is needed to be added to cover retainage that was paid but not allocated leaving a unnatural balance in the retainage account for this project.This action will amend the 2021-2025 Capital Improvement Program as approved in connection with Ordinance 24446-09-2020. These projects are located in ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the UNSPEC project within the Stormwater Cap Proj — Bonds Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Stormwater Cap Proj — Bonds Fund for the Meacham Blvd - Mark IV Drainag, the Mercado Channel Improvements, and the Summercrest Court Drainage Imp projects. Prior to an expenditure being incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds. Submitted for City Manager's Office by.
