(ALL) Authorize an Agreement with Acuity Brands Lighting, Inc. for an Annual Amount up to $1,800,000.00 to Purchase Cobra Head Streetlight
Luminaires for the Transportation and Public Works Department
RECOMMENDATION:
It is recommended that the City Council authorize an agreement with Acuity Brands Lighting, Inc. for an Annual Amount up to $1,800,000.00 to
purchase Cobra Head Streetlight Luminaires for the Transportation and Public Works Department.
DISCUSSION:
The Transportation and Public Works Department (TPW) approached the Purchasing Division with the intent to execute an agreement to
purchase Cobra Head Streetlight Luminaires. The equipment will be used in the installation of new streetlights, as well as to replace existing worn
lights throughout the City. No guarantee was made that a specific amount of materials and services would be purchased. TPW estimates
approximately $1,800,000.00 annually.
The Invitation to Bid (ITB) consisted of detailed specifications describing the minimum requirements of the Cobra Head Streetlights required. The
Purchasing division evaluated the bids submitted and concluded that Acuity Brands Lighting, Inc. (Acuity) presented the lowest bid meeting the
specifications of this ITB. Trastar, Inc., Star LED, and Jaykal LED Solutions, Inc. were all deemed non -responsive as a result of required
documentation that was not submitted in their bid response.
BID ADVERTISEMENT - This bid was advertised in the Fort Worth Star -Telegram on November 4, 2020, November 11, 2020, and November 18,
2020. Twenty-nine vendors were solicited from the purchasing vendor database. Four bids were received in response to this ITB.
AGREEMENT TERM - Upon City Council approval, this agreement shall begin upon the date of approval by City Council and will expire after
twelve months.
M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the
M/WBE Office, in accordance with the BIDE Ordinance, because the purchase of goods or services is from sources where subcontracting or
supplier opportunities are negligible.
RENEWAL OPTIONS - This agreement may be renewed for up to four additional one-year terms at the City's option. This action does not require
specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal
term.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital and operating budgets, as previously appropriated, in the
General Fund and the General Capital Projects Fund to support the approval of the above recommendation and authorize a non-exclusive
purchase agreement. Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the
availability of funds.
