RECOMMENDATION:
It is recommended that City Council authorize the execution of an Artwork Commission Agreement with FYOOG, LLC in an amount up to
$103,600.00 for fabrication, delivery, installation, and contingencies for artwork at the East Regional Library, 6301 Bridge Street, 76112.
DISCUSSION:
The sculptural installation titled, Wildflower, is an abstraction of a field of wildflowers inspired by the annual bloom of brightly colored flowers along
Texas interstate highways. Comprised of eighty-four (84) steel vertical elements with heights varying from 56" - 9'6", the artwork creates a visual
impact from Interstate 30 and reflects the diverse nature of the surrounding community. Taking color palette inspiration from native species of
wildflowers, the verticals will be painted in various shades of yellow, orange, and red. In addition, quotes suggested by the community about the
value of reading, such as "Today a reader, tomorrow a leader" by Margaret Fuller, will be cut into eight of the elements.
The East Regional Library is the first civic structure one sees when entering Fort Worth from the east. As such, the artwork will serve as a gateway
that will call attention to the library and will be accessible to a large and diverse audience that reaches beyond Fort Worth city limits.
Fort Worth Art Commission (FWAC) Action:
The Eastside Artist Collective nominated the East Regional Library for a public art project through Fort Worth Public Art program's Community
Identity: Public Art in Neighborhoods (CID) initiative. The local artist team FYOOG, LLC (Michelle Tarsney and Dan Cheetham), was selected
based on their proposal Wildflower, which was approved by the FWAC on January 12, 2015. However, after multiple community presentations of
the proposal, support for Wildflower was divided and a second selection process was conducted. Ultimately, FYOOG, LLC was chosen a second
time based on a modified version of their Wildflower proposal.
FWAC approved the selection panel's recommendation of FYOOG, LLC as project artist on August 13, 2018. On May 13, 2019, the FWAC
recommended that $30,000.00 of funds be added to the East Regional Library project from the Specially Funded Capital Projects Fund due to
previously unknown site conditions that the artists would need to address during installation. FYOOG, LLC was placed under a contract to conduct
a thorough cost estimate and final design. On December 14, 2020, the FWAC approved the artists' final design.
The additional funds for the project were included in the Fort Worth Public Art FY 2020 Fund Reprogramming Plan, adopted by the City Council
on April 7, 2020 (M&C 20-0205). The project is included in the Fort Worth Public Art Fiscal Year 2021 Annual Work Plan, adopted by the Fort
Worth City Council on September 22, 2020 (M&C 20-0678).
Artist shall require their subcontractors to pull all permits required for this project, however, the City shall waive any fees for these permits as this
project is funded by City bond funds.
Annual maintenance on this project is anticipated to be $1,800.00.

M/WBE OFFICE - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars expended on
public art annually.
Council Member Cary Moon concurs with the FWAC's recommendation to proceed with the Commission of the East Regional Library Public Art
project.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, from the Specially Funded
Projects Fund for the East Regional Library Public Art project to support the approval of the above recommendation and execution of the
commission. Prior to any expenditure being incurred, the Planning & Data Analytics Department has the responsibility to validate the availability of
funds.
