Background:
The property is located at the northeast corner of Crowley Road and Crowley Cleburne Road. The
applicant is proposing a zoning change from "A-5" to "C" and "G" for commercial and multifamily uses.
A zoning case for the same area was applied for in 2019 (ZC-19-088) and proposed a change to "F"
General Commercial and "D" High Density multifamily. The request was recommended for denial by the
Zoning Commission and ultimately City Council voted to change the zoning of the property to A-5.

Development Impact Analysis:
1. Land Use Compatibility
The applicant is proposing a zoning change to "C" and "G" for commercial and multifamily uses.
Surrounding land uses consist of primarily undeveloped land with commercial and industrial uses
to the west.
The proposed zoning is compatible with surrounding land uses.
2. Comprehensive Plan Consistency
The 2020 Comprehensive Plan designates the subject property as Low Density Residential and
Institutional. The proposed zonings are not compatible with the future land uses of the property.
The below Comprehensive Plan policies apply to this proposal:
Promote location of multifamily units within walking distance of public transportation,
employment, recreation, and/or shopping to increase accessibility and decrease vehicular
traffic generation.
Separate incompatible land uses with buffers or transitional uses. Some land uses have
attributes such as height, proportion, scale, operational characteristics, traffic generated, or
appearance that may not be compatible with the attributes of other uses.
Based on the conformance with the future land use map and policies stated above, the proposed
zoning is not consistent (Significant Deviation) with the Comprehensive Plan.
