RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 2 to City Secretary Contract No. 49555, with HDR Engineering,
Inc., in an amount up to $1,746,516.00 for additional engineering phase services and construction support for the Avondale Haslet project (City
Project No. 101014).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize Amendment No. 2 to the existing engineering services agreement
with HDR Engineering, Inc. (HDR). This amendment will provide for professional services required to produce final plans, specifications,
estimates, right-of-way exhibits, bidding, and construction management for the construction of the Avondale Haslet Road project.
On June 20, 2017, HDR was awarded contract City Secretary No. 49555, (M&C C-28288) to perform preliminary design for the project. On June
26, 2018, Amendment No.1 (M&C C-28764) was authorized by City Council to revise HDR's contract to increase the budget for the development
of plans, specifications, and estimates.
On September 1, 2020, City Council approved M&C 20-0621 to revise the scope of the Avondale Haslet Road project from its description in the
2018 bond booklet to include signalized intersections in lieu of roundabouts. Additionally, to improve regional connectivity, staff recommended
that the project be re-scoped to provide for replacement of the existing road, rather than rehabilitation and widening, with a four -lane divided
roadway in accordance with the current Master Thoroughfare Plan (MTP). The project will include underground drainage, street lights, traffic
signals, and sidewalks and will connect with the soon -to -start construction Haslet Expressway. The Haslet Expressway will connect State Highway
170 and Interstate Highway 35 to Avondale Haslet. Completion of the Avondale Haslet project by the city will provide a new east -west corridor
between Interstate Highway 35 and US Route 81.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
HDR proposes to complete the additional work for a fee up to $1,746,516.00. Staff considers the fee to be fair and reasonable for the scope of
services proposed. The following table summarizes services for the project.

M/WBE Office: HDR Engineering, Inc. is in compliance with the City's BIDE Ordinance by committing to 22% SBE participation on this project. The
City's SBE goal on this project is 9% for Amendment No. 2.
This project is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program
Fund for the Avondale Haslet Road project to support the approval of the above recommendation and execution of the amendment to the
engineering contract. Prior to an expenditure being incurred, the Transportation and Public Works Department has the responsibility to validate
the availability of funds.
