HomeMy WebLinkAboutOrdinance 16887-04-2006ordinance No. '16887-a4-zaa6 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500,000, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION, FOR THE PURPOSE OF FUNDING THE 2006 SUMMl;R FOOD SERVICE PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANGI=S IN CONFLICT Hi=REWiTH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $500,000, subject to receipt of the grant from the Texas Healkh and Human Services Commission, fior the purpose of funding the 2005 Summer Faad Service Program. SECTION 2. That should any portion, section or part ofi a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in na way impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize Acceptance of Grant and Execution of a Contract with the Texas Health and Human Services Commission for the Year 2006 Summer Food Service Program RECOMMENDATION: It is recommended that the City Council: 1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas Health and Human Services Commission (HHSC) requesting up to $500,000.00 for the Year 2006 Summer Food Service Program; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $500,000.00, subject to receipt of the grant; 3. Authorize the execution of a contract with HHSC far, the 2006 Summer Food Service Program upon receipt of the grant; and 4. Apply an indirect cost rate of 24.68%, which is the most recently approved rate for this department, and apply the new, approved indirect rate when available. DISCU5S10N: The City has sponsored the Summer Food Service Program for children since 1969. This program provides nutritious lunches and snacks, prepared and delivered by a private vendor, to youth 18 years of age and younger, including families in low-income housing. Last year, 138,344 lunches and 182,829 snacks were served to 6,869 children at 54 sites for a fatal operating cost of $418,382. The total administrative cost was $19,643. The HHSC has notified the City that funds are available for the operation of the 2006 Summer Food Service Program. It is projected that 139,000 lunches and 153,000 snacks will be served during the period from June 5, 2006 through August 11, 2006. The Parks and Community Services Department, Community Services Division will administer this program according to guidelines established by the HHSC and the U. S. Department of Agriculture. This program requires daily monitoring of serving sites therefore, four existing employees will be paid from the Grants Fund for up to a maximum of 40 hours per week. In addition, eight temporary employees will be added to aid in the monitoring and implementation of the program. This program serves ALL COUNCIL DISTRICTS.
