Inc. in an Amount Not to Exceed $683,540.00 for Channel Rehabilitation
RECOMMENDATION:
It is recommended that the City Council authorize execution of an engineering agreement with Alan Plummer and Associates, Inc. d/b/a Plummer
Associates, Inc. in an amount not to exceed $683,540.00 for the Channel Rehabilitation project (City Project No. 103069).
DISCUSSION:
The agreement recommended by this Mayor and Council Communication (M&C) will provide for project development and engineering and design
services related to four high -priority locations within the Channel Rehabilitation project. The Channel Rehabilitation project will stabilize these
eroding channels that are threatening adjacent property/infrastructure, restore existing channel conveyance capacity to facilitate improved flood
risk reduction, and provide long term stability to the channels.
In May 2018, the Transportation and Public Works Department (TPW), Stormwater Management Division, published a Request for Qualifications
(RFQ) for various technical services associated with drainage engineering. Based on the results of the RFQ, Alan Plummer and Associates, Inc.
d/b/a Plummer Associates, Inc. (Plummer) was selected as the most qualified consultant to design these projects. Plummer proposes to perform
these engineering services for a fee not to exceed $683,540.00. The services provided will include analysis and evaluation of the channels and
design of channel rehabilitation improvements.
Channels included are:
• Brandon Avenue Channel between Camp Bowie West Boulevard and Bangor Drive (CD 3),
• Krauss Baker Channel at McCart Avenue (CD 6),
• Edgecliff Branch Channel near Alta Mesa Boulevard (CD 6), and
• 6th Avenue Channel between the Interstate 20 frontage road and Edgecliff Road (CD 9).
The engineer will evaluate environmental and floodplain requirements and assist staff in obtaining any required permits. Additionally, the engineer
will prepare plans and specifications for construction and provide services during bidding and construction. Staff considers the fee to be fair and
reasonable for the scope of services proposed.
Office of Business Equity - Alan Plummer and Associates, Inc. d/b/a Plummer Associates, Inc. is in compliance with the City's BIDE Ordinance by
committing to 18% SBE participation on this project. The City's SBE goal on this project is 10%.
The project is located in COUNCIL DISTRICTS 3, 6, & 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Storm Water Rev Ref
Bonds 2020 Fund for the Channel Rehabilitation project to support the approval of the above recommendation and execution of the agreement.
Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
