SUBJECT
(ALL) Authorize Acceptance of an Award of Supplemental Funds from the U.S. Department of Justice, City of Dallas, to Support the FWPD
Internet Crimes Against Children Program and Accept the Terms of the FY 2020 MOU, Adhere to Internet Crimes Against Children Standard
Operating Procedures, Extend the Terms of the FY 2020 Contract to September 30, 2021, and Adopt an Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of an award of $22,000 in FY 2021 supplemental funds from the U.S. Department of Justice, City of Dallas, Internet
Crimes Against Children Task Force;
2. Authorize continued acceptance of the FY 2020 Internet Crimes Against Children Task Force MOU and the Internet Crimes Against Children
Standard Operating Procedures;
3. Extend the terms of the FY 2020 contract with the City of Dallas to September 30, 2021; and
4. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of $22,000, subject to the receipt of the grant.
DISCUSSION:
The City of Dallas, on behalf of its Police Department, applied for and was awarded a grant for FY 2020 from the U.S. Department of Justice
through the Office of Juvenile Justice and Delinquency Prevention under the Federal Missing and Exploited Children's Program to fund the Internet
Crimes Against Children Task Force (OJJDP Grant 2019-MC-FX-K056). The City of Fort Worth Police Department is part of this Task Force that
targets internet crimes against children, including child solicitation and child pornography.
The City of Fort Worth accepted the FY 2020 Internet Crimes Against Children grant through M&C 20-0181 on April 7, 2020. The City of Dallas
has received FY 2021 supplemental funding for the Task Force from the U.S. Department of Justice, and has extended the end date from
September 30, 2020, to a new end date of September 30, 2021. The City of Fort Worth will receive $22,000 of the supplemental funding for FY
2021. By signing the letter of acceptance, the supplemental funds, terms of the initial MOU with the City of Dallas, the Internet Crimes Against
Children Standard Operating Procedures, and the extended term of the FY 2020 contract will apply. The funds will be used for officer overtime,
training, travel, and equipment used to combat internet crimes against children.
Indirect Costs are not allowed under this agreement. The City will be paid on a reimbursement basis.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: City of
Dallas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
