This Informal Report is in response to the City Council's request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
development activity, process improvements and staff's performance in implementing changes and
improving the delivery of plan review and permits. This activity report consists of metrics associated
with building permits, infrastructure, stormwater development, and water development plan review.
It provides updates on continuous development process improvement efforts. The monthly
Development Activity Report is attached for your use and information. The following are highlights
for the month of February 2021:

Development Support Services
• The Overall Customer Service Satisfaction was 81.94% for either Very Positive or Somewhat
Positive for February 2021, based on 59 out of 72 responses. This is up from 73.44% in
January 2021 which had 47 out 64 responses.

Business Process Improvement - New Commercial Buildina Permit
• The process improvement project for new commercial building permits was undertaken by a
committee made up of staff members, developers and design professionals. The committee
met multiple times in 2018 and 2019 and reviewed the process for issuing commercial building
permits from time of submittal to approval. The committee issued a final report in June 2019
which included 72 recommendations in 6 primary categories: accountability, technology,
process, people, training and standardization.
• All 72 recommendations have been incorporated. The amount of time a new commercial
building permits spends in city hands has decreased 56% since implementing the
recommendations.

• City staff will continue to monitor building permit statistics to make sure they stay on track.
Following this report we will transition to annual reporting on this business improvement
initiative.

• In March 2021, we will begin two new business process improvement initiatives on:
o the platting process; and
o the process for obtaining a certificate of occupancy.
Resaonse to COVID-19 Pandemic
• All required applications/permits continue to be available online. Staff continues to work on
streamlining and adding permit processes online.
o Staff has updated the fee schedule in Accela, it us scheduled to go live on April 1st
o Changed PIR report to pull all Permit Faces (not just from the Development module)
to increase efficiency in gathering PIR documents.
o Add a "document type" to all plat applications so that the developer can upload CAD
files.
• Development Services continues to hold virtual Board and Commission meetings. This will
continue to provide a high level of transparency for City business while encouraging public
participation and engagement.
• Development Services is working to launch an interactive web tool, Open Counter, to help the
public navigate zoning districts and building permit processes. There will be three modules:
zoning, residential, and commercial. Each module will walk the citizen/developer through a
series of interactive questions that will lead to a printed permit guide for a project.
o Open Counter, the project team, and staff are testing the permit mapping and fee
estimator for the zoning, residential, and commercial portals. A naming contest for the
software was completed where the Development Services Department staff submitted
potential names and voted as a department on the Open Counter interface that will be
displayed on the city website and "CFW Permit Assist" was selected. Currently, the
project team is leading staff testing with every department that participates in the
development process.
