With a quorum of the City Council Members present, Mayor Price called the Fort Worth
City Council Work Session to order at 8:36 a.m. on Tuesday, March 23, 2021, in City
Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
M&C 21-0202 - Tax Abatement will be continued to the May 4, 2021, Council
meeting to meet state law requirements.

b. Upcoming and Recent Events
Tarrant County will be holding a Bond Election in November 2021 and the
city has some proposed projects that we would like to submit for
consideration. For each project, the City will pledge matching funds on a 1
basis, subject to voter authorization of that funding in the City's May 2022
bond election.
Two public meetings are scheduled to allow Fort Worth residents to learn
about the County bond program and the identified city projects:
Tuesday, March 23, 6:00 p.m. Meeting conducted via Webex.
Saturday, March 27, 10:00 a.m. Meeting conducted via Webex.
Meetings will also be available online, on cable and on Facebook live.
On April 6, the City Council is scheduled to vote on a resolution of support
for the county bond program. Commissioners Court approval is expected to
come in the August -September time frame. As a reminder, Fort Worth plans
its own city bond election in May 2022. Public meetings for the city's 2022
bond election will begin this summer.
Tuesday, March 30th there is not a scheduled Council meeting. The next
Council meeting will be Tuesday, April 6th.

Valerie Washington recognized Shauna Shepherd, NFBPA North Texas to
announce her new leadership role with the NFBPA organization and extend
invitation to Mayor and Council to a Diversity and Inclusion event.

5. Briefing on Proposed Redistricting Criteria and Procedures — Fernando Costa,
City Manager's Office
Assistant City Manager Costa reviewed the criteria and procedures from the Redistricting
Task Force. Deputy City Attorney Leann Guzman reviewed the changes recommended
by outside counsel. It was the consensus of the Council to accept the recommendations
of the Redistricting Task Force but to acknowledge the recommendations to hire a
map -drawing consultant and to appoint a charter review task force, but to defer action
pending further consideration after the 2021 municipal elections.
The City Council recessed the City Council Work Session at 10:10 am.
The City Council reconvened the City Council Work Session at 11:22 am.
6. City Council Requests for Future Agenda Items and/or Reports
Council Member Allen Gray - an update on what can be done about homeless camps on
private property.
Mayor Pro tem Jordan - update on Egrets and zoning for poker rooms.
Council Member Bivens - process for the TABC license for 4925 Rosedale St. and
lessons learned from the Reserve at Bellevue situation after the winter storm.

There being no further business to come before the City Council Mayor Price adjourned
the meeting at 11:26 a.m.
