HomeMy WebLinkAbout(0032) M&C 21-0244City of Fort Worth, Mayor and DATE: 04/06/21 Texas Council Communication LOG NAME: 20LED RFP AREAS 1 & 4 AWARD SUBJECT M&C FILE NUMBER: M&C 21-0244 (CD 2, CD 4, CD 5, and CD 9) Authorize an Agreement with Bean Electrical, Inc., in an Amount Up to $1,338,828.00 for an Initial Two -Year Term with Three One -Year Renewals Each in an Amount Up to $669,414.00 for Project Management and Assessments for Street Light Installation Services and LED Conversions (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council authorize the execution of an agreement with Bean Electrical, Inc., in an amount not to exceed $1,338,828.00 for an initial two-year term for project management and assessments and task order construction services for street light installation and LED conversions - areas one and four with three, one-year options to renew each in an amount up to $669,414.00 annually. DISCUSSION: As the City lighting system ages, the need for lighting system infrastructure improvement becomes more urgent. The City currently maintains over 67,000 street lights for community convenience, safety, and to assist emergency responders. Approval of this Mayor and Council Communication (M&C) will authorize the award of a contract to facilitate street lighting upgrades in selected neighborhoods. On August 29, 2017, the City authorized M&C P-12092 for the Street Light Energy Savings Pilot Program in southeast Fort Worth bounded by Interstate Highway 30 (North), East Loop 820 (East), Interstate Highway 20 (South), and Interstate Highway 35 (West). Southeast Fort Worth was selected for the pilot project after staff worked with the State Energy Conservation Office and identified locations of the highest energy consuming street lights in the City. The pilot project improved the lighting conditions and converted over 3,400 street lights to LED fixtures. In a continuation of the work begun in the pilot project, staff issued a Request For Proposals (RFP) for the Project Management and Assessments for Street Light Installation Services and LED Conversions based on an analysis completed in Fall 2018 of neighborhood lighting systems. The analysis included an evaluation of energy consumption, lighting conditions, and lighting uniformity. An RFP was advertised in the Fort Worth Star -Telegram on Wednesday, February 13, 2019, February 20, 2019, February 27, 2019, March 6, 2019, and March 27, 2019 seeking qualified contractors to perform this work. The evaluation factors included company qualifications and experience, references, quality of proposer's equipment and materials, project schedule, including team availability and cost. The proposals received were reviewed by an evaluation committee consisting of staff from the Transportation and Public Works Department and Economic Development Department. The first two contracts covering areas 2 and 3, were awarded to Bean Electrical, Inc. City Secretary No. 53451 and 53451 CA-1 and Citelum US, Inc. City Secretary No. 53376 (M&C 19-0286) as an outcome of proposal evaluations by an evaluation committee. Each of these vendors was going to be awarded the third and fourth contracts, for areas 1 and 4, as workloads permitted. In April, 2020, Citelum US, Inc. notified the City that it was unable to perform its obligations due to the COVID-19 pandemic. Citelum US, Inc. assigned its contract to Bean Electrical, Inc. with the City's consent. Bean Electrical's work in areas 2 and 3 is in progress. This M&C will award areas 1 and 4 to Bean Electrical, Inc. The purpose of the project management and assessments for street light installation services and LED conversions project is to install new poles, arms, wires, and LED lights in residential neighborhoods. The project will also update the City asset management and geospatial records with assessment and installation documentation for new street light assets. Rosettf]E:702 297 Loop 82it IUITotal # of Lights _____]3,689 2,235I The 2018 Bond Program authorizes the issuance of bonds for street lighting improvements for $10,000,000.00. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issues. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Bean Electrical is in compliance with the City's BIDE Ordinance by committing to 7% MBE participation on these projects. The City's MBE goal on these projects is 7%. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the Street LT Inst & LED Cnv project to support the approval of the above recommendation and execution of the agreement.
