Authorize the execution of an artwork commission contract with Dixie Friend Gay in an amount up to $202,312.00 for final design, engineering, fabrication, delivery, installation and contingencies for artwork in North Z Boaz Park (City Project No. 101990), located at 3200 Lackland Road, Fort Worth, TX 76116; and 2. Find that the use of the funds for public art for this project complies with the voted purpose of the bond funds. DISCUSSION: One With the Bee, designed by artist Dixie Friend Gay, is a 20 feet tall flower form that will be fabricated in corten steel with a 30-inch diameter base, flaring to a diameter of 10-feet toward the top. A 160-degree opening on one side of the sculpture will allow the viewer to see into (but not enter) the center of the flower crafted in stainless steel. The large scale invites the visitor to experience the work much as an insect would an actual flower. The artwork references the critical role bees play in pollination of plants and the importance of a healthy habitat for them to thrive. The artwork will be located in the northeast corner of the park near a new planned entrance, where it will be easily accessible, highly visible, and have the greatest impact. The exact location for the artwork will be determined during the final design phase in coordination with the City's Park and Recreation Department (PARD) in relationship to the improvements called out in the updated North Z Boaz Park Master Plan and with input from the project core team. Fort Worth Art Commission (FWAC) Action: On December 14, 2020, the FWAC approved the artist's revised preliminary design (City Secretary Contract No. 54207) for a 20-foot tall, corten steel sculpture titled, One With the Bee originally developed for Foster Park. The Park and Recreation Advisory Board will be asked to endorse the selected location following the Art Commission's approval of the final design. Funding for this project was approved as part of the Public Art Plan for the 2018 Bond Program (Proposition B), adopted by the Fort Worth City Council on November 6, 2018 (Mayor and Council Communication (M&C) G-19401), and the project was included in the Fort Worth Public Art Fiscal Year 2021 Annual Work Plan adopted by City Council on September 22, 2020 as M&C 20-0678. The artist shall require her subcontractors to pull all permits for this project; however, the City shall waive any fees for these permits as this project is funded by City bond funds. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Annual maintenance on this project is anticipated to be $500.00. This project is located in COUNCIL DISTRICT 3. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the FWPA N Z Boaz Park project to support the approval of the above recommendations and execution of the final design and commission contract. Prior to an expenditure being incurred, the Planning & Data Analytics Department has the responsibility to validate the availability of funds.
