HomeMy WebLinkAbout(0057) M&C 21-0232City of Fort Worth, Mayor and Texas Council Communication DATE: 04/06/21 M&C FILE NUMBER: M&C 21-0232 LOG NAME: 03WEST MAGNOLIA AVE PUBLIC ART PROJECT SUBJECT (CD 9) Authorize Execution of an Artwork Commission Agreement with CME Creative LLC, d/b/a Clifton Crofford Studios, in an Amount up to $170,818.00 for Fabrication, Delivery, Installation and Contingencies for Artwork along West Magnolia Avenue at the Intersections of South Henderson Street, 5th Avenue, and South Lake Street, 76104 RECOMMENDATION: It is recommended that the City Council authorize execution of an artwork commission agreement with CME Creative LLC, d/b/a Clifton Crofford Studios, in an amount up to $170,818.00 for fabrication, delivery, installation and contingencies for artwork along West Magnolia Avenue at the intersections of South Henderson Street, 5th Avenue, and South Lake Street, 76104. DISCUSSION: Artist Clifton Crofford has designed a series of three (3) pedestrian -scale sculptures - an acorn, a pinecone, and a magnolia seed pod - to be installed on the sidewalk along two (2) blocks of West Magnolia Avenue. These symbols from nature, rendered in bronze and glass, "remind us of the potential within all of us and within our community", according to the artist. They will represent that the smallest of ideas can grow into great knowledge, and that there is, in each of us, a natural and substantial potential to be discovered. The history of the Near Southside area is rooted in collaboration, hard work, and 21st century innovation in various industries. The area has evolved into a diverse community of creatives and has recently received recognition as a Cultural District by the Texas Commission on the Arts. The artist intends to bring residents and community stakeholders together to make impressions of their hands so that they have a tangible role in creating the artwork. The impressions will be cast in glass and bronze to create different components of the sculptures, such as the cap of the acorn and the seeds protruding from the magnolia seed pod. The sculptures will be internally lit with subtle lighting that changes with interaction. Fort Worth Art Commission (FWAC) Actions: On May 11, 2020, the FWAC approved Clifton Crofford's preliminary design. On February 15, 2021, the FWAC approved the final design and recommended that the artist be placed under an artwork commission agreement. Funding for the project has been allocated from the 2007 Critical Capital Needs Program which was included in the Fund Reprogramming Plans from the 2007 Critical Capital Needs Program and the 2008 Bond Program, adopted by the Fort Worth City Council on June 26, 2018 (Mayor and Council Communication (M&C) G-19323). The project was included in the Fort Worth Public Art Fiscal Year 2021 Annual Work Plan, adopted by the Fort Worth City Council September 22, 2020 (M&C 20-0678). Artist shall require their subcontractors to pull all permits required for this project, however, the City shall waive any fees for these permits as this project is funded by City Critical Capital Needs funds. Annual maintenance on this project is anticipated to be $2,200.00 - $3,000.00. Council Member Ann Zadeh concurs with the FWAC's recommendation to proceed with the Commission of the West Magnolia Avenue Public Art project. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2007 Critical Capital Projects Fund for the FWPA - Magnolia Ave project to support the approval of the above recommendation and execution of the artwork commission agreement. Prior to any expenditure being incurred, the Planning & Data Analytics Department has the responsibility to validate the availability of funds.
