EXPRESSING SUPPORT FOR PROJECTS SUBMITTED TO THE AUTOMATED VEHICLES 2.0 PROGRAM WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS WHEREAS, the Regional Transportation Council, comprised primarily of local elected officials, is the regional transportation policy board associated with the North Central Texas Council of Governments and the regional forum for cooperative decisions on transportation; and WHEREAS, the Regional Transportation Council, as a leader in promoting and funding advanced transportation technologies, has a history of transportation innovation; and WHEREAS, the Regional Transportation Council has developed the Automated Vehicles Program 2.0 to fund planning, deployment and investment in automated vehicles in North Texas; and WHEREAS, the City of Fort Worth has been approached by businesses to serve as the public project partner in the Automated Vehicles 2.0 Program funding opportunity provided by the North Central Texas Council of Governments; and WHEREAS, the first proposal by Kodiak Robotics, Inc., would develop a Truckport as a location to begin and end automated truck trips from the AllianceTexas area that would facilitate trips between Fort Worth and Houston to continue the development and use of automated trucks within the freight industry. Kodiak Robotics has partnered with Pilot Flying J Truck Centers to host the Truckport and with AllianceTexas for related land development services that support its effort; and WHEREAS, the second proposal, by Cintra/Ferrovial, would develop an automated vehicle corridor using the managed TEXpress Lanes on IH35W, IH820 and SH121/SH183 for an automated vehicle corridor within a more general connected vehicles corridor for the general purpose lanes and frontage roads where vehicles can communicate with each other to improve road safety, intersection management, entrance exit ramps assistance, incident/accident/work zone management, roadside assistance, and operational design domain supervision. Cintra/Ferrovial will coordinate with the Texas Department of Transportation, North Central Texas Council of Governments, AllianceTexas, Tarrant Regional Transportation Coalition and representatives from the Texas Connected Freight Corridors to develop the corridors; and WHEREAS, these partners, with the support of the City of Fort Worth, would develop and expand automated vehicle technology in Fort Worth that could be used across the country; and WHEREAS, the Regional Transportation Council requires a resolution from the city council as part of the Automated Vehicles 2.0 Program application submission. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: The City of Fort Worth supports the funding proposals from Kodiak Robotics, Inc. and Cintra/Ferrovial to the Automated Vehicles 2.0 Program of the North Central Texas Council of Governments and will serve as the public project partner and be part of the applicants' teams to monitor progress of the pilot studies during the duration of each proj ect.
