Report of City Staff: David Creek; b. Citizen Presentations; c. Council Action: Close Public Hearing and Act on M&C) RECOMMENDATION: It is recommended that the City Council: 1. Conduct a public hearing under the guidelines set forth by the Texas Parks and Wildlife Code, Chapter 26, Protection of Public Parks and Recreational Lands; 2. Find that no feasible or prudent alternative exists for the use of Sycamore and Cobb Parks for the installation of the sanitary sewer relief interceptor line and associated infrastructure; 3. Find that the proposed sanitary sewer relief interceptor line and associated infrastructure includes all reasonable planning to minimize harm to the parkland, including that all infrastructure and equipment will be constructed in Sycamore and Cobb Parks as specified on the attached exhibits and as noted in the discussion below; and 4. Close the public hearing and authorize the use of approximately 2.071 acres of dedicated parkland within Sycamore Park and 0.414 acres of dedicated parkland within Cobb Park for the proposed sanitary sewer relief interceptor line and associated infrastructure improvements. DISCUSSION: The Park & Recreation Department (PARD) has been approached by the City of Fort Worth Water Department (Water Department) requesting a conversion of approximately 2.071 acres of parkland within Sycamore Park and approximately 0.414 acres of parkland within Cobb Park for the installation of a sanitary sewer relief interceptor line. The proposed project is included in the Water Department FY2021 Capital Improvement Program (CIP). The existing sanitary sewer line located in Sycamore and Cobb Parks lacks capacity to meet current and future demands. The proposed relief interceptor sanitary sewer line is critical to meeting the City's current and future wastewater flow demands and will provide mitigation efforts to problematic sanitary sewer overflow events currently experienced in the general area. The proposed relief interceptor sanitary sewer line will be located along the western edge of the two parks to reduce park impact. The proposed new relief interceptor sanitary sewer line is approximately 4,331 feet long and the proposed width of the required maintenance area is 25 feet wide. The proposed maintenance area in Sycamore Park equates to approximately 90,225 square feet or 2.071 acres. The proposed maintenance area in Cobb Park equates to approximately 18,050 square feet or 0.414 acres. Total proposed parkland conversion for the Sycamore Creek Relief Interceptor Phase III maintenance area is 2.485 acres. An additional 8.691 acres of parkland is needed for temporary construction access and workspace for construction activity. Construction access will be on existing roads, proposed 25 feet wide maintenance area, and all workspace and construction activity will occur within the proposed temporary construction access and workspace. The maintenance area and temporary construction access and workspace in the park will be restored to previous condition or better upon completion. The City Forester has determined 52 trees will need to be removed, equating to 696 caliper inches. A fee of $139,200.00 will be paid to the Tree Mitigation Fund for the loss of trees on parkland. The Water Department coordinated with the PARD to develop an alternative Trinity Trails route during construction. On February 24, 2021, the Park & Recreation Advisory Board endorsed staff's recommendation to the City Council to authorize the use of Sycamore Park and Cobb Park for the installation of a sanitary sewer relief interceptor line and associated infrastructure with a 25 feet wide maintenance area. In accordance with State law, public notice of the hearing was advertised in the Fort Worth Star -Telegram on March 16, 2021, March 23, 2021, and March 30, 2021. An exhibit map was available for public review on the PARD website. Signage was posted at the site noting the proposed use and providing instructions for directing comments to the Department. An email announcing the proposed conversion was sent to the presidents of the Belmont, Parker Essex Boaz, The New Mitchell Boulevard, and United Communities Association of South Fort Worth Neighborhood Associations on March 5, 2021. Staff will note any public comments received during the public hearing report of City staff. Sycamore Park - located at 1600-3000 Cobb Drive, south of Lancaster Avenue, west of Highway 287, north of Rosedale Street, east of Beach Street. Cobb Park - located at 1600-3000 Cobb Drive, south of E. Rosedale Street, west of Michell Blvd, north of Berry Street, east of S. Riverside Drive. Sycamore Park and Cobb Park are located in COUNCIL DISTRICT 8. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, funds will be deposited into the Tree Mitigation Fund.
