HomeMy WebLinkAbout(0102) M&C 21-0243City of Fort Worth, Texas Mayor and Council Communication DATE: 04/06/21 M&C FILE NUMBER: M&C 21-0243 LOG NAME: 202022 PROJECT RESOLUTION SUBJECT (ALL) Adopt Attached Resolution Expressing Support of Proposed Transportation Projects for the Tarrant County 2021 Transportation Bond Program Call for Projects and the Intent to be Fiscally Responsible for Fifty Percent Cost Participation RECOMMENDATION: It is recommended that the City Council adopt the attached resolution expressing support of the proposed transportation projects for the Tarrant County 2021 Transportation Bond Program call for projects and the intent to be fiscally responsible for the fifty percent cost participation. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to take actions so that identified City projects can be considered for inclusion in the upcoming Tarrant County bond program for fifty percent funding on a reimbursement basis. Tarrant County continues to experience significant population growth, placing demands on the current transportation system. Tarrant County recognizes that as the county continues to grow to an estimated three million residents by 2045, it will require a maturing local arterial system that connects to expanded highways designed to facilitate the efficient movement of goods and people. The Tarrant County Commissioners Court (Commissioners Court) supports the development of a new Tarrant County Transportation Bond Program (Program) designed to meet the critical transportation infrastructure needs across Tarrant County through the shared financing of strategically significant transportation projects. The Program goals include increasing mobility, reducing congestion, enhancing safety and improving connectivity. The Program is comprised of three main categories including a call for projects category that is designed to leverage resources with municipalities to maximize the cost- effectiveness of each bond funded project. Projects in this category will require a local funding match of at least fifty percent (50%) of the total project cost identified in the municipality's project submittal. For the 50 percent matching program, the County requires a resolution from the City Council supporting the proposed projects and certifying the local funding commitment with a description of the proposed funding plan. The deadline for submissions is April 16, 2021 and a project evaluation committee to be appointed by the Commissioners Court will evaluate the projects and recommend a list of projects to the Commissioners Court for consideration. City staff has identified 13 thoroughfares, 12 intersections, 15 traffic signals and a special project in partnership with the City of Euless that meet the criteria for submittal to Tarrant County. A large portion of the City's funding is tied to these projects being recommended for the City's 2022 Bond Program. Therefore the City's funding commitment is contingent on the projects' inclusion in the County Bond Program, successful passage of that program, and required voter approval for the City's 2022 Bond Program. Staff is currently developing the submittal packages for Tarrant County including conceptual schematics. Upon approval of this Mayor and Council Communication, staff will finalize the City of Fort Worth's submittal package to Tarrant County per the Tarrant County 2021 Bond Program Policy. These projects are located in all COUNCIL DISTRICTS. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that approval of this recommendation will have a future fiscal impact on City funds. While no current year impact is anticipated from this action, any effect on expenditures and revenues will be budgeted, upon approval of the City Council, in future Fiscal Years and will be included in the long-term financial forecast.
