HomeMy WebLinkAbout(0021) M&C 21-0282City of Fort Worth, Texas Mayor and Council Communication DATE: 04/13/21 M&C FILE NUMBER: M&C 21-0282 LOG NAME: 55AFW DISCRETIONARY GRANT 2021 SUBJECT (CD 7) Authorize the Application for and Acceptance of, if Awarded, a Discretionary Grant from the Federal Aviation Administration in an Amount Up to $7,777,778.00 for the Extension of Taxiway Papa at Fort Worth Alliance Airport and Adopt Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize the application for and acceptance of, if awarded, a discretionary grant from the Federal Aviation Administration in an amount up to $7,777,778.00 for the extension of Taxiway Papa at Fort Worth Alliance Airport; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Grants Federal Fund in the amount up to $7,777,778.00, subject to the receipt of the grant. DISCUSSION: Each year, discretionary funding is applied for, and depending on funding available in the Airport Improvement Program (AIP), received by Fort Worth Alliance Airport (Airport) from the Federal Aviation Administration (FAA). The total amount of discretionary funds being applied for this year is $7,777,778.00. If awarded, funding will be used for the continued extension of Taxiway Papa (Project). This Project is located on the southwest side of the Airport and is meant to ultimately extend Taxiway Papa from the southwest corner of the Airport to Taxiway Hotel. This Project has been, and will continue to be divided into multiple phases to match available funding. Phase I of the Project is currently being constructed and will provide access to Runway 16R/34L and a secondary access point to the Amazon ramp on the west side of the Airport. Phase I of construction is expected to be completed in July of 2021. Design of Phase II of the Project will begin in 2021 and depending on funding received, construction will also begin in 2021. This phase will provide connecting surfaces at the midpoint of both runways at Taxiway Foxtrot and connect Phase I of the Project to the southernmost part of the existing Taxiway Papa (see attached map). Phases III and IV will continue to extend Taxiway Papa north to Taxiway Hotel. These phases will be designed and constructed when funding becomes available. Typically for these grants, the sponsor is responsible for an in -kind local match of ten percent of the project costs. For FAA grants at the Airport, the City would normally meet its matching requirement through the use of land credits. The American Rescue Plan Act of 2021 (American Rescue Plan Act), signed into law March 11, 2021, includes $8,000,000,000.00 to remain available for assistance to eligible U.S. airports affected by the COVID-19 pandemic. The American Rescue Plan Act includes funding that will increase the federal share on all Fiscal Year 2021 (FY21) AIP and discretionary grants to 100 percent and eliminates the in -kind local match requirement for sponsors. Since no City salaries will be charged, indirect cost recovery does not apply. ADVISORY BOARD APPROVAL - On January 21, 2021, the Aviation Advisory Board voted to recommend that the City Council approve the application for and acceptance of this grant. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Federal Aviation Administration FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached ordinance, funds will be available in the current budget, as appropriated, of the Muni Airport Grants Federal Fund. The Aviation Department will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
