CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price and Mayor for the
Day Will Tiblits, Fort Worth Country Day School, called the City Council Regular
Session of the Fort Worth City Council to order 7:03 p.m. on Tuesday, May 4, 2021, in
the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth,
Texas.

Motion: Council Member Byrd made a motion, seconded by Council Member Shingleton,
that the minutes of the Work Session and the Regular Minutes of April 20, 2021,
be approved. Motion passed 9-0.

Assistance Program Funds in an Amount Up to $500,000.00 from the Texas

Designed to Provide Mortgage Assistance for Low to Moderate Income Residents
Under the Coronavirus Aid, Relief, and Economic Security Act, Execution of a

6. M&C 21-0313 (ALL) Authorize the Execution of Agreements Granting a
Non -Exclusive Privilege to Redbox Plus and to Reliable Waste & Recycling, to
Collect and Transport Municipal Solid Waste Pursuant to Chapter 12.5 of the City
Code, Article VIII, Solid Waste and Recycling, Division 5, Private Collectors

8. M&C 21-0315 (ALL) Authorize Execution of Contracts with Texas Academy 4,
Clayton Child Care Inc, LVTRISE, and The Shaken Baby Alliance, for Fiscal
Year 2021 Community Based Program Funding from the Crime Control and
Prevention District Fund in the Total Amount of $1,199,869.12 to Operate Crime
Prevention Programming that Benefits Fort Worth Residents

Ms. Jan Hurlbut, 7501 Bent Trail, Mansfield, Texas, appeared before Council
undecided relative to M&C 21-0314 and Mayor Price directed her to meet with
Assistant City Manager Valerie Washington after the meeting.
Mr. Roger Hurlbut, 7501 Bent Trail, Mansfield, Texas, completed an undecided
card relative to M&C 21-0314 and was recognized by Mayor Price but did not
wish to address Council.
Motion: Council Member Shingleton made a motion, seconded by Council
Member Moon, that M&C 21-314 be approved and Appropriation
Ordinance No. 24829-05-2021 be adopted. Motion passed 9-0.

Agreement with Maria Teresa Vargas for the Construction of a Single -Family
Dwelling of Approximately 2,039 Square Feet and Having a Cost of at Least
$202,370.00 on Property Located at 4212 Ave J, in the Stop
Six/Poly Neighborhood and within Neighborhood Empowerment Zone and
Reinvestment Zone Area Six (Continued from a Previous Meeting)
Motion: Council Member Bivens made a motion, seconded by Council Member
Shingleton, that M&C 21-0202 be approved. Motion passed 9-0.

RESOLUTION
1. 21-1446 A Resolution Approving COVID 19 Performance Incentive Payments for
General Employees
Motion: Mayor Pro tem Jordan made a motion, seconded by Council Member
Zadeh, that Resolution No. 5390-05-2021 be adopted. Motion passed 9-0.
PUBLIC PRESENTATIONS - The City Council may not discuss or deliberate about a topic
not specifically listed on the Agenda, including those presented during the Public
Comments section of the Agenda (Tex. Gov't Code § 551.042)
1. 21-1352 Public Presentation
Council Member Byrd stated that it was an honor to have served as the District 3
Council representative for four years and to serve the City and his district. He
expressed appreciation to his family, District Director Michael Crain, City Council
colleagues, City staff and citizens who had supported him.
Council members expressed appreciation to Council Member Byrd, his family, and
his constituents, and provided comments relative to his vision for the future of Fort
Worth and his respective duties.
Mr. Mike Wyss, 1315 East Tucker, appeared before Council to thank the Mayor
for her service to the City of Fort Worth.
Mr. Daniel Bennett, 408 Pemberton Street, White Settlement, Texas, appeared
before Council relative to the Tarrant Appraisal District.
Mr. Bob Willoughby, 617 Fay Boulevard, appeared before Council relative to the
City Council, the Code Compliance, Redistricting and the John T. White
Neighborhood Association and presented a video.
Mr. James Smith, 1208 East Allen Avenue appeared before Council relative to
memorializing I35W in Atatiana Jefferson's memory.
The following individuals appeared before Council relative to the Concrete Batch
Plant in Fort Worth's extraterritorial jurisdiction:
