HomeMy WebLinkAbout(0032) M&C 21-0321City of Fort Worth, Mayor and Texas Council Communication DATE: 05/11/21 M&C FILE NUMBER: M&C 21-0321 LOG NAME: 03DIAMOND HILL COMMUNITY CENTER PUBLIC ART PROJECT SUBJECT (CD 2) Authorize Execution of an Artwork Commission Contract with Elizabeth Akamatsu Fend in an Amount Up to $157,196.69 for Fabrication, Delivery, Installation and Contingencies for Artwork at the New Diamond Hill Community Center, to be Located at the Intersection of Weber Street and 36th Street, Fort Worth, Texas 76106 and Find that the Use of the Funds for Public Art for this Project Complies with the Voted Purpose of the Bond Funds (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council: 1. Authorize the execution of an Artwork Commission Contract with Elizabeth Akamatsu Fend in an amount up to $157,196.69 for fabrication, delivery, installation and contingencies for artwork at the new Diamond Hill Community Center, to be located at the intersection of Weber Street and 36th Street, 76106; and 2. Find that the use of the funds for public art for this project complies with the voted purpose of the bond funds. DISCUSSION: The idea of planting a seed, setting roots, and growing a bountiful life serves as a metaphor for the Diamond Hill community and is the inspiration for this sculpture titled, Rising Strong. Designed as a bouquet, three various gem -shaped flowers create a tripartite form representative of the power of family, community, and a commitment to the future. The stainless -steel sculpture will become one with its environment, reflecting the vibrancy of the building, the people it serves, and the ever -changing seasons that surround it. A visual landmark for the new Diamond Hill Community Center, the sculpture will stand sixteen (16) feet in height, eight (8) feet in length, and eight (8) feet in width. It will sit atop a triangular concrete platform twenty (20) inches in height with each side measuring approximately thirteen (13) feet, eight (8) inches, which provides integrated bench seating. Surrounding the platform is a decomposed granite pathway for accessibility that will set it apart from the great lawn. On June 25, 2020, Elizabeth Akamatsu Fend was placed under a Final Design Agreement (City Secretary Contract No. 54144) in an amount up to $12,449.00. Fort Worth Art Commission (FWAC) Action: On January 11, 2021, the FWAC approved the final design and recommended that the artist be placed under an Artwork Commission Contract. Park and Recreation Advisory Board Action: The Final Design was presented to the Park and Recreation Advisory Board as an information item on March 24, 2021. They endorsed the artwork location on March 28, 2021. Funding for the project was approved as part of the Public Art Plan for the 2018 Bond Program, adopted by the Fort Worth City Council on November 6, 2018 (Mayor and Council Communication (M&C) G-19401). The project was included in the Fort Worth Public Art Fiscal Year 2021 Annual Work Plan, adopted by the Fort Worth City Council September 22, 2020 (M&C 20-0678). The artist shall require her subcontractors to pull all permits required for this project; however, the City shall waive any fees for these permits as this project is funded by City Bond funds. Estimated regular maintenance on this project is anticipated to be $1,700.00. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. M/WBE OFFICE - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars expended on public art annually. Council Member Carlos Flores concurs with the FWAC's recommendation to proceed with the commission of the Diamond Hill Community Center Public Art project. This project is located in COUNCIL DISTRICT 2. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the FWPA Diamond Hill CC project to support the approval of the above recommendations and execution of the commission contract.
