AN ORDINANCE AMENDING SECTIONS 2 THROUGH 9
OF ORDINANCE NO. 7323, AS AMENDED, BY
REDEFINING THE BOUNDARIES OF THE CITY
COUNCIL SINGLE-MEMBER DISTRICTS; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on April 8, 1975, the qualified voters of the City of Fort Worth adopted an
amendment to Chapter IV, section 3 of the City Charter stating that, with the exception of Place
No. I to be held by the Mayor, the City Council shall provide by ordinance for eight single-
member districts so that one member of the City Council shall be elected from each of the
districts by the voters residing therein; and
WHEREAS, on April 5, 1976, the City Council adopted Ordinance No. 7323
establishing the boundaries of the eight single-member districts; and
WHEREAS, Chapter IV, Section 3 of the City Charter provides that the City Council
shall, as often as census data is available, determine as nearly as practicable the population of the
respective districts, and by ordinance, revise the boundaries of any or all such districts to
maintain a substantial equality of population in each; and
WHEREAS, the district boundaries as established by Ordinance No. 7323 were amended
in 1982 by the adoption of Ordinance No. 8162 based on the 1980 census, in 1992 by the
adoption of Ordinance No. 11158 based on the 1990 census, and by Ordinance No. 15319 in
2002 based on the 2000 census; and
WHEREAS, the district boundaries established in Ordinance No. 7323 have also been
amended from time to time to reflect annexations and disannexations approved by City Council;
and
WHEREAS, based on information contained in the 2010 census, the City Council
approved a plan revising the single-member districts on July 24, 2012 (Resolution No. 4106 -07-
2012); and
WHEREAS, the City Council now desires to amend Ordinance No. 7323, as previously
amended, by adopting an ordinance redefining the boundaries of the single-member districts,
consistent with the single-member district plan adopted by the City Council on July 24, 2012;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:

Section 2 of Ordinance No. 7323, as amended, is hereby amended as follows:
For the purpose of determining the qualifications as to candidacy, election or
appointment of a member to Place No. 2 of the City Council of the City of Fort Worth, Texas,
District No. 2 shall consist of that portion of the City located within the following described
boundary:
BEGINNING at the intersection of U.S. Highway No. 81 (variable width right-of-way also
known as U.S. Highway No. 287) with Farm-To-Market Road No. 156 (variable width fight-of-
way also known as Blue Mound Road), being the most northerly comer of the herein described
Council District No. 2, an interior ell comer of Council District No, 7;
THENCE in a southeasterly direction generally along said U.S. Highways No. 81 and 287 to
Interstate Highway No. 35W (variable width right-of-way also known as North Freeway);
THENCE in a southerly direction generally along said Interstate Highway No. 35W to the
intersection with east-bound Interstate Highway No. 820 (variable width right-of-way also
known as Northeast Loop);
THENCE in an easterly direction generally along said east-bound Interstate Highway No. 820 to
the intersection with north-bound Interstate Highway No. 35W (variable width right-of-way also
known as North Freeway);
THENCE in a southerly direction generally along said north-bound Interstate Highway No. 35W
to the projected intersection with Melody Hills Drive (30 foot right-of-way per said plat recorded
in Volume 388R, Page 36 of the Plat Records of Tarrant County, Texas;
THENCE in an easterly direction generally along said Melody Hills Drive to the intersection
with N. Sylvania Avenue (variable width right-of-way);
THENCE in a southerly direction generally along said N. Sylvania Avenue to the intersection
with Meacham Boulevard (variable width fight-of-way);
THENCE in a westerly direction generally along said Meacham Boulevard to the intersection
with said Interstate Highway No. 35W (variable width right-of-way also known as North
Freeway);
THENCE in a southerly direction generally along said Interstate Highway No. 35W to the
projected intersection of Sylvania Cross Drive;
THENCE in an easterly direction generally along said Sylvania Cross Drive to the intersection
with N. Sylvania Avenue (variable width right-of-way);
THENCE in a southerly direction generally along said N. Sylvania Avenue to the intersection
with the Union Pacific Railroad Company;

THENCE in a northwesterly direction along said State Highway No. 199 to the intersection with
the Fort Worth & Western Railroad (variable width right-of-way);
THENCE in a northeasterly direction along said Railroad to the intersection with the West Fork
of the Trinity River;
THENCE generally in a westerly direction along the meanderings of said West Fork of the
Trinity River to the intersection with White Settlement Road (variable width right-of-way);

Churchill Road (60 foot right-of-way);

follows:
BEGINNING at the intersection of Marine Creek Parkway (variable width right-of-way) with a
TESCO right-of-way (75 foot right-of-way) according to the deed recorded in Volume 2200,
Page 309 of the Official Public Records of Tarrant County, Texas;
THENCE in a northwesterly direction generally along said Marine Creek Parkway to the
northeast comer of said 89.033 acre tract;

Section 3 of Ordinance No. 7323, as amended, is hereby amended as follows:

appointment of a member to Place No. 3 of the City Council of the City of Fort Worth, Texas,
District No. 3 shall consist of that portion of the City located within the following described
boundary:
BEGINNING at the intersection of Interstate Highway No. 20 (variable width right-of-way also
known as Interstate Highway Southwest Loop No. 820) with the Burlington Northern Santa Fe
Railroad (variable width right-of-way also known as Atchison-Topeka and Santa Fe Railroad,
Gulf Colorado and Santa Fe Railroad or South Orient Railroad), said railroad lying along and
northwest of Granbury Road;
THENCE in a northwesterly direction generally along said Interstate Highway No. 20 to the
intersection with Bryant Irvin Road (variable width right-of-way);
THENCE in a southerly direction generally along the meanders of said Bryant Irvin Road to the
intersection with Dirks Road (variable width right-of-way also known as Alta Mesa Boulevard);
THENCE in a westerly direction generally along said Dirks Road to the intersection with
Lakeside Drive (variable width right-of-way also known as County Road 1042);

ADOPTING A SINGLE-MEMBER CITY COUNCIL DISTRICT PLAN
WHEREAS, the City Council of the City of Fort Worth is composed of mayor 6m1od uAurAn and
representatives elected from eight miogln'mnmberdistrioo. as required by Chapter fV' Section 3 o[ The Charter of
the City o[ Fort Worth Texas; and
WHER.EA8, the |oo\ Single-Member City Council District Plan was established in 2002' boxed upon the
2000 census; and
WHERJEAG, between 2000 and 2010. the population of the City of Fort Worth inon000d by 202.374

WHEREAS, this growth was not evenly distributed across the City o[Fort Worth; and
WHEREAS, it is necessary to redraw boundary hnua for single-member districts mudjuc for the growth
and shifts in population among the districts; and
WHERJEA8, the City Council has certain redistricting responsibilities under federal |avv, including but
not limited to, the Fourteenth and Fifteenth Amendments to the Uoitod States Constitution and the Voting Rights
Act, 42 U.S.C.A. section )973.e1 onq.;und
WHEREAS, onJune |4.20]|. the City Council adopted Resolution No. ]998-)6-201. 1 (Establishing
Criteria for Use in Redistricting of Single-Member City Council Districts) which established the following criteria
to be used in the redistricting process:
• Districts should bc relatively equal m total population according m the 20l0census;
• Plan should not fragment or pack geographically oompac( ndnob|yoonununki,s;
• Plan should be nannvv|y tailored to ovoid retrogression in the position of racial and }onAuugn
minorities io accordance with Section 5of the Voting Rights Act;
• Sing|n'mnm6crdiyt6uW should be compact and contiguous;
• Where possible, districts should be divided using easily identifiable geographic boundaries;
• \Vknrn posmih|n, communities of interest should he contained in u single district and attempts should
be made to avoid splitting neighborhoods un-less requested by neighborhood representatives;
• Where possible, each single-member district should encompass ucnos located inside Loop 820 and
outside Loop 820;
• To the extent possible, single-member districts should 6e composed ofwhole voting precincts;
• \rkno: possible, single-member districts should be comprised of whole census block groups or
blocks; and
• Consideration may be given to the preservation of incumbent-constituent relations, and

WHEREAS, the redistricting process was divided into two phases: Phase 1, a determination of the
number of single-mernber districts, and Phase 11, the establislunent of new single-member district boundary lines;
and
WHEREAS, Phase I of the redistricting process involved a series of eight public workshops during the
month of August, 2011, which were held in various sectors of the City of Fort Worth, with a meeting specifically
held for the Span�ish-speaking community, for the purpose of gathering public con-Lments on whether the number
of single-member districts should be expanded or remain at eight; and
WHEREAS, between June and September, 2011, staff gave presentations to community organizations
and City conuy�ssions for the purpose of gathering public cornments on whether the number of single-member
districts should be expanded or remain at eight; and
WHEREAS, on October 18, 2011, the City Council held a public hearing on whether to increase the
number of single-member districts; and
WHEREAS, on November 15, 2011, the City Council, after receiving comments from interested
residents, adopted Resolution No. 4044-11-2011 (Concerning the Number of Single-Member City Council
Districts) whereby the City Council reaffirmed and amended the established criteria for redistricting by replacing
the phrase "where possible" with tile phrase "when appropriate" in the factors to be considered in drawing
single-member districts; and
WHEREAS, the approval of Resolution No, 4044-11-2011 (Concerri=ing the Nw-nber of Single-Member
City Council Districts) retained the current configuration of eight single-member districts and a mayor elected at-
large, which concluded Phase I of the redistricting procew and
WHEREAS, during Phase IIA of the redistricting process, residents were afforded the opportunity to
submit proposed redistricting plans using mapping software free to the public and available on the City's website;
and
WHEREAS, Phase IIA of the redistricting process involved a second series of eight public workshops
across the City during the month of February, 201.2, with a meeting specifically held for the Spanish-speaking
community, for the purpose of gathering public conunents on district boundary lines and providing training on the
mapping software; and
WHEREAS, between January and April, 2012, staff gave presentations to community organizations and
City conunissions for the purpose of gathering public comments on district boundary lines; and
WHEREAS, residents submitted ten redistricting plans, two of which were later withdrawn, including
Lebo/Niorih Fort Worth Alliance Four District and Florez(United Hispanic Council Plan 12A; and
WHEREAS, during Phase 11B, staff reviewed each redistricting plan for compliance with the criteria set
forth in Resolution No. 3998-06-2011, as amended by Resolution No. 4044-11-2011, and determined that the
Goodman, Boren/Conlin, Florez/United Hispanic Council Plans 12A and 12B, L,owy/Hillwood, Lebo/Norih Fort
Worth Alliance Three District, and Blair/Stop Six Sunrise Edition Neighborhood Association plans failed to
comply with the established criteria for redistricting because each of these plans split five or more neighborhoods,
in violation of the criterion to avoid splitting neighborhoods when appropriate; and

WHEREAS, during Phase JIB, staff additionally dnero�n*d that the following plans were not preferred
for the following reasons:
Edmonds plan — meets the criteria adopted by the City Council; hmvever, it split the Lake Worth
Alliance between two districts vvkick is at odds with the Lake Worth Vision Plan adopted in 2011,
moved neighborhoods from districts they have been in since \9Q2;and
F|oreu//ni\od Hispanic Council —P|un 12C meets the criteria adopted by the City Council; however,
it split the Downtown sector into three districts and moved a neighborhood from the district it has
been insince 1982; and
WHEREAS, dudn�Phase DEiu third mcr�sofOvepub\�workshop� with anommiugspmoOcuUy�vthe
Spaoioh'speakjngu*nonunity. and additional community meetings were held across the City for the purpose of
soliciting public input regarding the resident-submitted redistricting plans and the draft p|anxuho-tiUed by staff,
and
WHEREAS, the City Council has held public hearings over the uuuoo of three evening City Council
meetings and engaged in deliberations regarding a redistricting plan, debating the merits of the various proposed
NOW, THEREFORE, BEXT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS, THAT:
Section 1. The redistricting plan dated July |7.2Oi2. attached hereto aoBx6ihh&'iu hereby adopted uo the Fort
Worth Single-Member City Council District Plan for the purpose of electing members of the City Council.
Section 2. The City Attorney is directed |o submit the Fort Worth Single-Member City Council District Plan, as
shown on Exhibit A. to the United States Department of Justice for pre-clearance under the procedures for
adn-Linivtmtionof Section 5oC/he Voting Rights Act, asamended.
Section 3. The Fort Worth Single-k4em6er City Council 0imihcc P|am, as shown on Exhibit &. shall be
implemented for the general election oC the City Council to be held in May, 2013, and for each subsequent City
e|echon, until the City Council mhu|i again establish new single-member district boundaries in accordance with
Chapter IV, Section 3 of The Charter of the City ofFort Worth, Texas.

DISCUSSION:
On July 24, 2012 , the City Council adopted a redistricting plan for the City's eight single-member Council
districts (Resolution Number 41OU-07-2O12). The City Council also authorized staff tosubmit the plan to
the U.S. Department of Justice (DOJ) for review under Section 5 of the Voting Rights Act aa required by
federal |@vv. On October 1. 2012. the City received written notice that the O(]J did not object tothe revised
single-member Council district boundaries .
The 2002 Single-Member Qh/ Council District plan boundaries were approved November 5, 2002 (M&C
G-13785. Ordinance No. 15319). The attached ordinance revises the 2002 Plan, 8s amended, in
accordance with the new 2O12 Single-Member City Council District Plan adopted on July 24, 2012 (Exhibit
A). The revised boundaries will be implemented for the general election of the City Council to be held in
May 2013, and for each subsequent City election, until new single-member district boundaries are
Adoption of the attached ordinance is necessary in order to comply with Chapter IV, Section 3 of the
Charter of the City of Fort Worth, Texas, which requires the City to adopt an ordinance setting forth the
boundaries of the single-member districts.
