BERRY krA STREET The purpose of this Informal Report is to respond to a request for information on traffic safety and enforcement efforts on East Berry Street between 3300 and 3800 blocks. With the recent fatality that occurred in this area, Councilwoman Bivens requested information on traffic safety and enforcement efforts to help reduce reoccurring incidents. The 3300 and 3800 blocks of East Berry is a four lane east/west street located just east of Martin Luther King Jr. Freeway (Highway 287). The street has the following speed limit signage along the route: Speed Limit Signs (White and black signs) • Eastbound — a 35mph sign is located at the southeast corner of US287 Service Road and 3300 E. Berry Street. This is approximately 0.3 miles west of E. Berry Street and Campbell (location of the fatality accidents). • Westbound — a 35mph sign is located in the 4100 block of E. Berry Street. This is approximately 0.4 miles east of the location of the fatality accidents. Advisory Speed Limit Sians (Yellow and black sians Eastbound — a 35mph sign is located in the 3400 block of E. Berry Street. This is 900 feet west of the location of the fatality accident. Westbound — a 35mph sign is located in the 3700 block of E. Berry Street. This is approximately 600 feet east of the location of the fatality accident. Below is the information on traffic accidents over the previous two years in the 3300 to 3800 blocks of E. Berry: Accidents at Location January 1, 2019 — March 31, 2021 38 Total Accidents • 3 Fatality Accidents o November 7, 2019 (Thursday) at 11:50 am —Vehicle was traveling eastbound. o January 24, 2021 (Sunday) at 7:15 pm — Vehicle was traveling westbound. o March 31, 2021 (Wednesday) at 11:06 am — Vehicle was traveling eastbound. 35 Non -Fatal Accidents 0 14 listed speed as a contributing factor. 0 6 listed fail to yield right of way as cause of accident. 0 14 listed that a minor injury had occurred as a result of the accident. 0 21 listed no injury or unknown injuries. BERRY krA STREET Enforcement Efforts: A traffic detail was conducted on April 12, 2021 through April 23, 2021 and officers varied their times of enforcement. Traffic Enforcement dedicated a total of six (6) hours and 15 minutes for this detail. Traffic Enforcement Motors stopped 18 individuals for speeding, issued 15 citations for speeding, gave three (3) warnings, and issued nine (9) additional citations for various other infractions such as no insurance, no driver's license, and child not in a safety seat. The speed trailer was also deployed to this area to warn motorist of their speed as well as provide a visible deterrent. The above information was given to the East Division Commander so he can direct resources, along with Traffic, to continually monitor this issue. Transportation Management Effort: Transportation Management evaluated pavement markings, lighting, and signage to improve safety in this corridor, specifically from E Berry Street/Bishop Street to E Berry Street/Bright Street. The intersection of Berry St/Campbell St, located roughly 450 feet west of the intersection of E Berry Street/ E Bright Street. Pavement Markings: Currently, E Berry Street is a four -lane roadway. The available roadway width can accommodate additional center Two -Way Left Turn (TWLT) lane and left -turn lanes at the intersection in this corridor. Converting from a 4-lane to a 5-lane roadway section) will not reduce the roadway capacity. It will provide a buffer between oncoming vehicles and reduce rear -end crashes for left - turning vehicles from East Berry Street into driveways/Campbell Street and can be implemented by replacing current pavement markings. Street Lights: Evaluate the existing lighting condition at the intersection of E Berry Street/Campbell Street and along this corridor and install additional lighting as needed. Additional lighting will improve visibility at night. Signage: Replace the existing curve warning signs with gate -posted (two signs per approach) curve warning signs for the eastbound/westbound approach with a new 30 mph advisory speed limit. It will improve driver awareness of the upcoming curve.
