AN ORDINANCE ADDING ONE POSITION IN THE POLICE CAPTAIN
CLASSIFICATION; ADDING ONE POSITION IN THE SERGEANT
CLASSIFICATION; REMOVING ONE POSITION IN THE OFFICER
CLASSIFICATION; ADJUSTING THE TOTAL NUMBER OF
AUTHORIZED SWORN POSITIONS IN THE POLICE DEPARTMENT
BY ONE; PROVIDING A STATEMENT OF PURPOSE AND INTENT;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF
PRIOR NON-CONFLICTING ORDINANCES AND SHALL REPEAL
PRIOR CONFLICTING ORDINANCES; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 143.021(a) of the Texas Local Government Code provides
that a municipality's governing body shall by ordinance (i) establish the classifications of
police officers and (ii) prescribe the number of positions in each classification; and
WHEREAS, on August 14, 2012, the City Council adopted Ordinance 20323-08-
2012, which established the Police Department's sworn personnel staffing levels,
effective August 14, 2012, as follows:

WHEREAS, the Police Chief has requested that the City Council increase the
number of authorized positions within the existing classification of Police Captain by one
(1) and within the existing classification of Police Sergeant by one (1) and decrease the
number of authorized positions within the existing classification of Police Officer by one
(1) to meet service needs and thereafter prescribe the number of authorized positions in
the Police Department to conform with the proposed changes as set forth below in order
to effect efficient economy of the operations of the Police Department.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That, following the formal adoption of this ordinance, the following positions
shall be the only sworn positions in each classification (rank) authorized in the City of
Fort Worth Police Department until modified by subsequent ordinance:

SECTION 2.
The "Mayor and Council Communication" memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by
reference for further clarification and explanation of the purpose and intent of the City
Council in its adoption of this ordinance as well as the Department in its implementation.
SECTION 3.
This ordinance shall be cumulative of all provisions of previous ordinances and of
the Code of the City of Fort Worth, Texas (1986), as amended, except where the
provisions of this ordinance are in direct conflict with the provisions of prior police
staffing ordinances for the Police Department and such Code, in which event conflicting

provisions of such ordinances and such code provisions are hereby repealed and this
ordinance shall be controlling.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of these ordinances are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional
by the valid judgment or decree of any court of competent jurisdiction, such
unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect upon adoption.

Adopt Ordinance Increasing the Number of Authorized Positions in the Classification of Police Captain in
the Police Department by One, Increasing the Number of Authorized Positions in the Classification of
Sergeant by One and Decreasing the Number of Authorized Positions in the Classification of Officer by
One, Thereby Increasing the Total Number of Authorized Civil Service Positions by One (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance prescribing the number of
authorized sworn positions in each classification of the Police Department increasing the number of
authorized Captain positions by one, increasing the number of authorized Sergeant positions by one, and
decreasing the number of authorized Officer positions by one.
DISCUSSION:
The Department needs one additional Captain to take some command Staff responsibilities that were
previously performed by a Major. Prior to December 4, 2012, a Major performed the majority of command
Staff responsibilities. On December 4, 2012, the Chief of Police made an executive decision to demote
the Major and disperse command Staff responsibilities to other personnel. The Department would like to
increase the authorized strength in the Captain rank, to allow a Captain to assume some of the duties that
were previously performed by the Major. The existing Captains already have other responsibilities;
therefore, an additional Captain is needed.
Currently, the Department has a Police Officer position allocated as the Municipal Court Liaison. The
position is responsible for contacting Officers for court attendance, communicating if Officers are unable to
attend court due to medical or military leave, and verifying attendance of the Officer for payroll
purposes. Due to staffing needs, this role was filled temporarily by a Sergeant from another division of the
Department. Having a Sergeant as the Municipal Court Liaison has increased the attendance and
punctuality of Officers for court appearances and has positively impacted the efficiency of our municipal
court system. Due to the success of the Sergeant position as the Municipal Court Liaison, the Department
would like to reclassify the Municipal Court Liaison position to a Sergeant, and reduce the number of
Officers by one.
On August 14, 2012, (Ordinance No. 20323-08-2012) the City Council adopted its most recent authorized
staffing ordinance for the Police Department, which increased the total number of authorized positions to
1,594 effective August 14, 2012.
Approval of the attached ordinance would result in a new authorized staffing level as follows to be
effective immediately:
