With a quorum of the City Council Members Present, Mayor Price called the Fort Worth
City Council Work Session to order at 3:02 p.m. on Tuesday, May 11, 2021, in City
Council Conference Room 2020 at the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
City Manager Cooke advised that copies of two Resolutions with attachments had
been provided to the Council pertaining to M&C 21-0322 and the stand-alone
Resolution No. 21-1470 that were not included in the Council Packet.

c. Organizational Updates and Employee Recognition(s)
Mayor Price called on Victor Turner, Neighborhood Services Department, to
recognize the Experience Matters Program. Mr. Turner provided an overview of the
program and recognized the following individuals: Sonia Singleton, Assistant Director
Neighborhood Services Department; Shauna Shepherd, Customer Solutions Analyst;
and Coletta Strickland and Jordan Jackson, AmeriCorps VISTA (Volunteers in
Service to America) staff.
Brandon Bennett, Code Compliance Director, recognized Elmer DePaula, Assistant
Director of Code Compliance, on his retirement and introduced new Assistant
Director Cody Whittenburg.
Steve Cooke, Property Management Director, introduce Juanita Rigsby as the
department's new Energy Manager, and introduced new Assistant Directors Ricky
Salazar and Alan Shuror.
D.J. Harrell, Development Services Department, announced that Arty
Wheaton -Rodriguez, Planning Manager, was leaving the City.

5. Overview of Significant Zoning Cases - Arty Wheaton -Rodriguez, Development Services
• ZC-21-033 (9): The request was to go from "E" and "CF" to "MU-2" but after
discussions with Zoning Commission the applicant changed their application and
asked "MU- I" only on the portions that are currently zoned "E".
• ZC-21-034 (7): This case will be remanded back to the Zoning Commission for
reconsideration.
• ZC-21-038 (7): Will be continued to the June 8, 2021, Council meeting.

(Council Member Allen Gray was out at 4:34 p.m. and returned at 4:38 p.m.)

Council Member Shingleton requested that staff review the sign ordinance as it pertained
to feather flags.

Council Member Bivens advised of the need to have some identification or branding of
the City, particularly at various entry points and suggested that "Molly" be used.
There being no further business to come before the City Council, Mayor Price adjourned
the meeting at 5:26 p.m.
