Ordinance No. 16898-04-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $10,936.50, SUBJECT TO RECEIPT OF THE HAZARDOUS MATERIALS I~MERGENCY PREPAREDNESS GRANT FROM THE STATE OF TEXAS DIVISON OF EMERGENCY MANAGEMENT, FOR THE PURPOSE OF FUNDING THE HAZARDOUS MATERIALS PREPAREDENESS PROGRAMS [N THE EMERGENCY MANAGEMENT OFFICE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2005-2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $'10,936.50, subject to receipt of the Hazardous Materials Emergency Preparedness Grant from the State of Texas Division of Emergency Management, for the purpose of funding the enhancement of hazardous materials preparedness programs in the Emergency Management Office. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ord'€nance shall be cumulative of Ordinance Na. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Approve acceptance of a one-year, grant far $10,936.50 from the Governor's Division of Emergency Management; 2. Authorize the City Manager, subject to grant receipt, to enter into an agreement with the State Division of Emergency Management and adhere to grant specifications; 3. Accept a contribution from the Tarrant County Local Emergency Planning Committee of up to $2,387.30 for the matching funds porkian of grant award; 4. Approve the use of the $2,187.30 as required far the 20% match; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $10,936.50, subject to receipt of the grant. DISCUSSIC3N: The US Department of Transportation, through the State of Texas Governor's Division of Emergency Management, is providing funding for local jurisdictions to enhance hazardous materials preparedness programs. The Hazardous Materials Emergency Preparedness (HMEP) grant of $10,936.60 will help better educate citizens how to react to chemical release incidents, as well as better prepare the first responders in the City of Fart Worth. This will be achieved through public education campaigns and 1•srst responder training. This grant requires a funding contribution (called a "match") from local agencies, which would amount to $2,187.30 of the total $10,936.50 for the purposes of this grant because, the matching funds are defined as 20% of the State's share of the total ($8,749.20). The Tarrant County Local Emergency Planning Committee (LEPC) will be the primary source of the 20% match. Lo~name: 02HMEP PY06 Page 1 of 2 FISCAL.
