HomeMy WebLinkAbout(0020) M&C 21-0389City of Fort Worth, Mayor and Texas Council Communication DATE: 06/08/21 M&C FILE NUMBER: M&C 21-0389 LOG NAME: 60IMPACT FEE REPORT MARCH 2O21 SUBJECT (ALL) Adopt Water and Wastewater Capital Improvement Program Citizen Advisory Committee Semi -Annual Progress Report on the Collection and Expense of Water and Wastewater Impact Fees RECOMMENDATION: It is recommended that the City Council adopt the attached Water and Wastewater Capital Improvement Program Citizen Advisory Committee Semi -Annual Progress Report on the collection and expense of Water and Wastewater impact fees. DISCUSSION: Since the adoption of the updated Capital Improvement Program (CIP) on December 6, 2016 (M&C G-18894), the Citizen Advisory Committee (CAC) has met on April 6, 2017, September 14, 2017, March 29, 2018, September 12, 2018, March 28, 2019, September 26, 2019, May 28, 2020, October 2, 2020, and March 22nd, 2021 to review the impact fees. At the most recent meeting, the CAC unanimously voted to adopt the Semi -Annual Progress Report. This Semi -Annual Progress Report reflects the impact fee collection period from July 1, 2020 to December 31, 2020 based on the current effective schedule. Members of the board are: ■ Mr. Bob Madeja, Chair, Building Community; ■ Mr. David Mendes, Neighborhood Community; ■ Mr. George Felan, Neighborhood Community; ■ Mr. Don Little, Development Community; ■ Mr. Rick Trice, Extraterritorial Jurisdiction Boundaries; ■ Mr. Daniel Haase, Neighborhood Community; and ■ Mr. Don E. Allen, Real Estate Representative. During the six month time period from July 1, 2020 through December 31, 2020, the impact fees collected totaled $16,062,827.00 and were received as follows: Retail Water Impact Fees Collected $8,588,208.00 Wholesale Water Impact Fees Collected $2,111,866.00 Retail Wastewater Impact Fees Collected $4,614,185.00 Wholesale Wastewater Impact Fees Collected $748,568.00 Total $16, 062, 827.00 During the same six month time period from July 1, 2020 through December 31, 2020, a total of $1,272,000 was expended (and appropriated) from impact fees. The CAC does not recommend any changes to the land use assumptions or CIP at this time. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
