RECOMMENDATION:
It is recommended that the City Council authorize the execution of Change Order No. 1 to City Secretary Contract Number 54110, a Community
Facilities Agreement with Stillwater Capital Investments, LLC, decreasing the total contract amount by $174,156.00, including a decrease in City
participation by $87,078.00, for the Crystal Springs Sanitary Sewer Relocation.
DISCUSSION:
On May 5, 2020, the City Council (Mayor &Council Communication 20-0315) authorized the execution of a Community Facilities Agreement with
Stillwater Capital Investments, LLC with City participation in the amount of $462,725.00 which included a contingency amount of $58,034.04 and
inspection and material testing fees of $17,797.11 for a 24-inch sanitary sewer relocation to serve the Crystal Springs Development and
anticipated future growth in West Fort Worth. The total City participation related to construction cost was $386,893.60.
Change Order No. 1 is necessary due to unforeseen overall project cost to relocate a gas line valve north of the site. The Tarrant Regional Water
District has agreed upon an alternate alignment of the sanitary sewer to help facilitate reduced boring lengths along the corridor. Change Order
No. 1 decreases the City's participation by $87,078.00 and the developer's participation by $87,078.00 from the original amount of construction
costs of $386,893.60. The inspection and material testing fees are calculated at 2% of the new construction costs. As a result of this reduction,
the new City participation for this project will total $311,808.22.
The anticipated cost for the Crystal Springs project after execution of Change Order Number 1 is as depicted in the table below:
