DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt a resolution authorizing the execution of an advance funding agreement
(AFA) with the Texas Department of Transportation (TxDOT). The AFA details the responsibilities of both the City of Fort Worth and TxDOT in the
execution and implementation of the project.
This project uses transportation development credits (TDCs) for the City participation costs. The scope of work for the project consists of
pedestrian improvements including new and widened sidewalk, wayfinding signage, traffic signals and illumination improvements. The University
Drive project will connect pedestrians between the Museum District, Botanical Garden and Trinity Park. The project limits span just under a mile
along University Drive from Trail Drive to West Rosedale Street. The project will include a five-foot wide sidewalk along the west side of University
Drive, a median with landscaping, irrigation and appropriate turn breaks and American Disabilities Act (ADA) accessible bus stops from Trail
Drive to Rock Springs Road. There will also be landscape and irrigation improvements between Rock Springs Road and Interstate Highway (IH)
30. The project will include crosswalk and traffic signal improvements at the intersection of University Drive and Trail Drive, Botanic Garden
Boulevard, and Rock Springs Road. The illumination improvements will be under the three bridges associated with the IH 30 and Chisholm Trail
interchanges. This AFA approves funding for design, construction, local government project management and state direct costs for the project. The
anticipated bid date of the project is July 2024.
The City will be responsible for 100% of project overruns. The initial payment to TxDOT for the City participation is $0.00. TxDOT will be
reimbursing the City $8,083,595.00 for engineering, construction and state direct costs for the project.
