RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the conveyance of an easement to Atmos Energy Corporation for a gas service line and appurtenances for a total of 0.129 acres
of land to provide service to the Fort Worth Meacham International Airport located at 201 American Concourse, Fort Worth, TX 76106; and
2. Authorize the City Manager or his designee to execute and record all necessary documents to complete the conveyance.
DISCUSSION:
This Mayor and Council Communication (M&C) authorizes the City to convey an easement to Atmos Energy Corporation (Atmos) to facilitate the
installation of the gas service line to support the Fort Worth Meacham International Airport (Meacham Airport).
The gas lines and associated equipment servicing Meacham Airport are presently located on the east side of United States Route 287 (US
287) across from the north side of Meacham Airport. The Burlington Northern Santa Fe Railway Company (BNSF) is in the planning stages of
widening the railway where the gas lines and equipment servicing Meacham Airport are now located.
On or about November 9, 2020, a representative for Atmos contacted the Aviation Department to request relocating the gas line servicing
Meacham Airport due to the widening of the railway. The ideal location for the utility easement will be on lease site 45N, which requires permission
from the tenant of that lease site. On January 15, 2021, the Aviation Department received permission from the tenant to proceed with the proper
approvals for the utility easement.
As part of the agreement with Atmos, the following will be required:
• The equipment will be housed in a fenced -in area known as the surface easement of 3,481 square feet.
• The fence design and materials used for the surface easement will be identical to mandated fencing in the Airport Development Guide.
• A mowing strip will be required for the surface easement to make ground maintenance easier.
• Bollards will be required to protect the gas meter from road traffic.
• Atmos is required to repair any damage as a result of the installation of the utility and above ground equipment, including damage to grass or
concrete.
• Including underground utilities and surface easement, the total easement will measure 0.129 acres.
• A temporary workspace easement will be granted totaling 0.114 acres.
The gas line only services Meacham Airport and there will be no fee associated with the utility easement.
