HomeMy WebLinkAbout(0036) M&C 21-0556City of Fort Worth, Texas Mayor and Council Communication DATE: 08/10/21 M&C FILE NUMBER: M&C 21-0556 LOG NAME: 21 POLICE EVIDENCE STORAGE CONSTRUCTION CONTRACT SUBJECT (CD 9) Authorize Execution of a Construction Contract with RJM Contractors, Inc., in an Amount Not to Exceed $1,232,239.00, Including 7.5 Percent for the Owner's Construction Allowance for the Police Evidence and Fire Arson Renovation at the Bob Bolen Public Safety Complex for a Total Anticipated Project Cost of $3,750,000.00 (CCPD Funded) RECOMMENDATION: It is recommended that the City Council authorize the execution of a construction contract with RJM Contractors, Inc., in an amount not to exceed $1,232,239.00, including 7.5 Percent for the Owner's Construction Allowance, for the Police Evidence and Fire Arson Renovation at the Bob Bolen Public Safety Complex. DISCUSSION: The purpose of this M&C is to recommended that the City Council authorize the execution of a construction contract with RJM Contractors, Inc., in an amount not to exceed $1,232,239.00, including 7.5 Percent for the Owner's Construction Allowance, for the Police Evidence and Fire Arson Renovation at the Bob Bolen Public Safety Complex. This construction contract will accomplish the renovations at the Bob Bolen Public Safety Complex to provide separate evidence storage facilities for both the Police Department's evidence and the Fire Department's arson evidence. The City issued a Request for Proposals on April 1st and 8th, 2021 in the Fort Worth Star -Telegram, and received eight responses for the renovation project from general contractors. These general contractors were: • CMP Commercial Construction, Inc. • Henthorn Commercial Construction, LLC • MSB Constructors, Inc. • Northridge Construction Group, LLC • Post L Group • RJM Contractors, Inc. • Scott Dennett Construction, LC • Tegrity Contractors, Inc. Three of these firms provided the required "Post Proposal —Pre Award Submittals" to be further evaluated by the City. These proposals were reviewed by members of the Police Department, Fire Department, Office of Business Diversity and the Property Management Department and were evaluated for best value based on the criteria set forth in the Request for Proposals. The selection team recommends award of the construction contract to RJM Contractors, Inc. Waiver of Building Permits - In accordance with the City Code of Ordinances, Part Il, Chapter 7-1 Fort Worth Building Administrative Code, Section 109.2.1, Exception 2; "Work by non -City personnel on property under the control of the City of Fort Worth shall be exempt from the permit fees only if the work is for action under a contract that will be or has been approved by City Council with notes in the contract packages stating the fee is waived." Building Operating and Maintenance - Property Management Department anticipates the annual operating impact for operating, utilities and maintenance associated with this project, beginning in the second quarter of Fiscal Year 2023, to be $158,000.00 annually. Business Equity - is in compliance with the City's Business Equity Ordinance by committing to 17% Business Equity participation on the project's base bid. The City's Business Equity goal on this project is 12%. The Bob Bolen Public Safety Complex is located in COUNCIL DISTRICT 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are appropriated within the Crime Control and Prevention District Capital Project Fund for the Police Evidence and Fire Arson Renovation at the Bob Bolen Public Safety Complex project to support the approval of the above recommendation and execution of the construction contract.
