AN ORDINANCE APPOINTING ROBERT N. 1VCCDONALD AS
MUNICIPAL JUDGE FOR THE UNEXPIRED PORTION OF A TWO-
YEAR TERM COMMENCING MAY 15, 2006 AND ENDING 1VIARCH 31,
2008 OR UNTIL A SUCCESSOR IS QUALIFIED AND APPOINTED IN
ACCORDANCE WITH STATE LAW; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINEI3 BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Robert N. McDonald be appointed as Municipal Judge for the unexpired partion of
a two year term. coznixlencing May 1 S, 200G and ending March 31, 2008, or until a successor is
qualified and appointed in accordance with state law.
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986), as amellded, except where provisions of this ordinance are in
direct conflict with. the provisions of such ordinances and Code, in wlaicla event such conflicting
provisiaras of such ordinances and Code are hereby repealed.
SECTION 3.
It Is hereby declared to be the Intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragralah. or section of this ordinance shall be declared void, ineffective or
unconstitutional by the valid judgment or final decree of a court of competent jurisdiction, such
ineffectiveness ar urzcnrzstitutiarzality shall not affect any of the remaiizing phrases, clauses,
sentences, paragraphs and sectiarzs of this ordinance, since the sane would have been enacted by
the City Courlcrl without the ir~corporatiozz herein of any such void, ineffective or
urzcarzstitutianal phrase, clause, sentence, paragraph or section.
SECTION 4.
This ordinance shall tape effect upon adoptio~z.

Term Commencing on May 15, 2006; and Designate the Chief Judge and Deputy Chief Judge
RECOIVfMENDATION:
it is recommended that the City Council:
1. Adopt the attached ordinance appointing Ninfa I-. Mares, Steven C. Williamson, Stephanie J. Beamer,
Simon C. Gonzalez, Terry D. Lewis, Sharon Newman-Stanfield, Jo Ann Reyes, and James D. Rodgers as
Municipal Judges for atwo-year term commencing April 1, 2006 and expiring March 31, 2008, or until a
successor is qualified and appointed in accordance with state law.
2. Adapt the attached ordinance appointing Robert N. McDonald as a Municipal Judge for the unexpired
portion of a two-year term commencing on May 15, 2006 and expiring on March 31, 2008, or until a
successor is qualified and appointed in accordance with state law.
3. Designate Ninfa L. Mares as Chief Judge and Steven C. Williamson as Deputy Chief Judge.
DISCUSSION:
Chapter 30 Section 30.00005(b} of the Government Code under the Uniform Municipal Court Act requires
the governing body of the municipality to appoint its municipal judges by ordinance.
Adoption of the attached ordinance would reappoint the current sitting Judges Ninfa L. Mares, Steven C.
Williamson, Stephanie J. Reamer, Simon C. Gonzalez, Terry D. Lewis, Sharon Newman-Stanfield, Jo Ann
Reyes, and James D. Rodgers pursuant to Section 30.00006{b) of the Governmen# Code, and designate
the Chief and Deputy Chief Judges pursuant to Section 30.00007 of the Government Code.
Adoption of the second ordinance would appoint Robert N. McDonald as a Municipal Judge to fill a vacant'
pursuant to Section 30.00006(b) of the Government Code. This appointment is necessary #o fill a judge
position due to the resignation of Robb Catalano.
On April 12, 2006, the Ad Hoc Municipal Court Advisory Committee voted to recommend to the City Council
the above listed persons for appointment as Municipal Judges, Chief Judge and Deputy Chief Judge. The
Committee recommends that the current terms of the incumbent Municipal Judges not named above be
continued through April 30, 2006, but that those individ}ua}s not be reappointed to new terms of office. The
Committee will bring forward another recommendation to fill those positions not reappointed.
