RECOMMENDATION:
It is recommended that the City Council authorize the dedication of 0.413 acres of City of Fort Worth property located at 3851 East Lancaster
Avenue within Lot 1 R, Block 13, Beacon Hill Addition as public parkland and name the park Reby Cary Park.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is for the City Council to authorize the dedication of City -owned property as public
parkland and naming the park as Reby Cary Park. On August 26, 1980, the City Council adopted Resolution No. 725 ("Resolution"), establishing
procedures for the naming of City -owned facilities. In addition, the Park & Recreation Department established in 1982 its Park and Facility
Naming Policy endorsed by the Park Board which follows the parameters of the Resolution.
On May 19, 2015 (M&C L-15776), the City Council authorized the acquisition of land located at 3851 East Lancaster Avenue for the development
and construction of a new library. The value of the park property is estimated to be $119,214.72 based on the purchase price of the property. In an
effort to maximize the utility of space for this city-wide resource, it is recommended that a portion of the site be dedicated as public parkland in
accordance with the Neighborhood and Community Park Dedication Policy and the Park, Recreation and Open Space Master Plan, which calls
for the provision of adequate park and recreational areas in the form of neighorhood-based parks and community -based parks.
The legal description is as follows:
• Approximately 0.413 acres of land located within Lot 1 R, Block 13, Beacon Hill Addition, as recorded in Instrument No. D219197499, plat
records, Tarrant County, TX.
On August 6, 2019 (M&C 19-0020), the City Council appropriated $300,000.00 of Neighborhood and Community Park Dedication Fees for the
development of a neighborhood park adjacent to Reby Cary Youth Library.
On October 20, 2020 (M&C 20-0776), the City Council accepted a $5,080.00 donation from the West Meadowbrook Neighborhood Association
for the purchase and installation of two park benches and two picnic tables.
The property contains a playground and shelter with three picnic tables, two benches and trash receptacles. This site is unique in that the public
park space adjoins the Reby Cary Youth Library site, the first family library in the Fort Worth Public Library system. Park funds were appropriated
for the development of the site; it is recommended that the property be dedicated as public parkland.
As of April 30, 2021, the cumulative total of all previously approved M&Cs increased the Department's acreage by an estimated 42.43 acres and
estimated annual maintenance by $255,966.00 beginning in Fiscal Year (FY) 2022. Reby Cary Park is estimated to increase the Department's
acreage by 0.413 acres and annual maintenance by $16,120.00 beginning in FY2022.
The Park & Recreation Department (PARD) also manages grounds maintenance for City medians, rights -of -way, commercial corridors, tax -
foreclosed properties and other departments' city -owned properties. The Reby Cary Youth Library grounds maintenance will increase PARD's
operations and maintenance annual costs by $36,771.00. The cumulative annual maintenance for this site (both the library and the park) will
increase the department's annual maintenance by $52,891.00 beginning in FY2022.
The parkland is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that approval of the recommendation will have no material effect on City funds. Any assets recorded on the City's
financial statements associated with this land will be adjusted upon approval.
