HomeMy WebLinkAbout(0149) M&C 21-0413City of Fort Worth, Texas Mayor and Council Communication DATE: 06/22/21 M&C FILE NUMBER: M&C 21-0413 LOG NAME: 20US 377 AT BASSWOOD AND KROGER LOSA SUBJECT (CD 4) Adopt the Attached Resolution Authorizing Execution of a Local On -System Improvement Agreement with the Texas Department of Transportation in the Amount of $791,375.00, of which City Participation is $712,410.00, for the United States Route 377 at Basswood Boulevard and Kroger Drive Project (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council adopt the attached resolution authorizing execution of a Local On -System Improvement Agreement with the Texas Department of Transportation (TxDOT) for the United States Route 377 at Basswood Boulevard and Kroger Drive Project (City Project No. 101015) in the amount of $791,375.00, with direct and indirect state costs in the amount of $78,965.00 waived, and City participation in the amount of $712,410.00 through the use of available funding. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to adopt a resolution authorizing the execution of a Local On -System Improvement Agreement (LOSA) with the Texas Department of Transportation (TxDOT). The LOSA details the responsibilities of both the City of Fort Worth (City) and TxDOT in the execution and implementation of the project. A LOSA is a new type of TxDOT permit that allows the City to implement improvements on a state highway system using local funding. The US 377 at Basswood Boulevard and Kroger Drive Project will provide safety and capacity improvements at both intersections and at both crossings of the Union Pacific Railroad just west of US 377 at both locations. At US 377 and Basswood Boulevard, the project consists of the construction of one additional eastbound left turn lane, one additional eastbound through lane and a free right turn lane onto US 377 along with reconstruction of the westbound lanes on Basswood Boulevard. The project includes a new sidewalk connection inside the TxDOT right-of-way at the southwest corner of the intersection and a crosswalk across US 377. The project also includes new traffic and pedestrian signal improvements to accommodate the roadway widening, new traffic movements, and pedestrian crossing. At US 377 at Kroger Drive, the project consists of the construction of one additional eastbound left turn lane onto US 377 and one additional westbound through lane in Kroger Drive. The project includes a new sidewalk connection outside the TxDOT right-of-way at the southwest corner of the intersection and restriping of the crosswalk across US 377. The project also includes new traffic and pedestrian signal improvements to accommodate the roadway widening, new traffic movements, and pedestrian crossing. The City will be responsible for 100% of any project overruns if they occur, and the total project cost could be higher than currently estimated. For the direct and indirect state costs, the State is waiving a total amount of $78,965.00 for their plan review and oversight. There will be no project reimbursements for this project. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance Nos. 21241-05-2014 and 23209-05-2018) and subsequent actions taken by the Mayor and Council. This project is located in COUNCIL DISTRICT 4 A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas Department of Transportation FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the Basswood @US 377 & Kroger@377 project to support the approval of the above recommendation and execution of the agreement.
