Schultz, Inc. dba Circle C Construction Company, in the Amount of $6,089,426.00 for the Water and Sanitary Sewer Replacements Contract 2019, WSM-D Project and Adopt Attached Appropriation Ordinance RECOMMENDATION: It is recommended that they City Council: 1. Authorize execution of a contract with William J. Schultz, Inc. dba Circle C Construction Company, in the amount of $6,089,426.00 for the Water and Sanitary Sewer Replacements Contract 2019 WSM-D project (City Project No. 102300); and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $6,745,517.00, transferred from available funds within the Water and Sewer Fund, for the purpose of funding the Water and Sanitary Sewer Replacements Contract 2019, WSM-D project (City Project 102300). DISCUSSION: This Mayor and Council Communication (M&C) is to authorize a construction contract and appropriate additional funding for the replacement of deteriorated water and/or sanitary sewer mains as indicated on the following streets. The project was advertised for bids on April 8, 2021, and April 15, 2021, in the Fort Worth Star -Telegram. I$8,608,403.85�� In addition to the contract amount, $473,408.00 (Water: $300,415.00; Sewer: $172,993.00) is required for project management, material testing and inspection, and $182,683.00 (Water: $115,501.00; Sewer: $67,182.00) is provided for project contingencies. The sanitary sewer component of this project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. This project will have no impact on the Water Department's operating budgets when completed. Due to insufficient funds remaining in the Water Pay -As -You Go allocation for FY 2021, Sewer funding is being used to fund the Water construction cost required in this M&C. Business Diversity: William J. Schultz, Inc. dba Circle C Construction Company, is in compliance with the City's Business Equity Ordinance by committing to five percent Business Equity participation and documenting good faith effort. William J. Schultz, Inc. dba Circle C Construction Company identified several subcontracting and supplier opportunities. However, the firms contacted in the areas identified did not respond or did not submit the lowest bids. The City's Business Equity goal on this project is 16 percent. The project is located in COUNCIL DISTRICT 2. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current operating budget of the Water & Sewer Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the W&S Capital Projects Fund for the Contract 2019 WSM-D project to support the approval of the above recommendations and execution of the contract. Prior to any expenditure being incurred, the Water Department has the responsibility of verifying the availability of funds.
