(ALL) Adopt Attached Ordinance to Increase Estimated Receipts and Appropriations in the Grants Operating Federal Fund in the Amount of
$86,872,545.00 for Allowable Expenses Related to the American Rescue Plan Act
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Federal Fund in the amount of $86,872,545.00 for allowable expenses related to the American Rescue Plan Act.
DISCUSSION:
In March 2021, the President signed the American Rescue Plan Act (ARPA), providing aid and relief to various sectors of the United States (U.S.)
economy. The City of Fort Worth's allocation from these funds totals $173,745,090.00, of which a first tranche (50%), in the amount of
$86,872,545.00 has been received. The second half of these funds will be received on or after May 19, 2022, in accordance with U.S. Treasury
guidelines. All funds must be fully obligated by December 31, 2024, and fully expended by December 31, 2026.
The purpose of this Mayor and Council Communication (M&C) is to appropriate funds to allow expenditure of the funds received from the
U.S. Treasury. The ARPA specifies certain allowable (and unallowable) uses for these funds, and City Management has determined priorities for
ARPA funding, as follows, to assist in the on -going recovery effort to strengthen the physical and economic health of the community:

Commerce St. Realignment
- Public Events Department Projects at Convention Center and Will Rogers
• Will Rogers Interpretive Mural Plaques
• Majority Minority Area (MMA) Infrastructure projects
Neighborhood Streets
- Streetlights
- Sidewalks
Park Development
• Pandemic Recovery
- EOC
- Vaccination Operations
• Minority Business Enterprise (MBE) capacity building
• Tourism Industry Recovery
Convention Center Expansion Project Restart
- Grant to Visit Fort Worth for revenue shortfall
- Sports Tourism Soccer Complex project Phase I
• Evans -Rosedale Project w/Affordable Housing component
• Stormwater projects
• Water/Wastewater Infrastructure Projects
• Cybersecu rity/Tech nology/Broad band projects
• Permanent Supportive Housing project
• Matching Funds for eligible joint projects with other agencies
The figures referenced in this M&C are limited to funds received under Section 9901 of ARPA. Other federal awards related to the Act will be
addressed in other M&Cs.

A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: US

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation and the attached appropriation ordinance, funds will be
available in the budget, as appropriated, of the Grants Operating Federal Fund. This is an advance grant. The Emergency Operations Center and
Financial Management Services will be responsible for identifying and approving eligible expenditures. All City Departments will be responsible
for ensuring that only expenditures allowable under the American Recovery Plan Act, with appropriate documentation, are charged to this funding
source.
