RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting appropriations in the Developer Contribution Fund (i) to increase receipts and
appropriations in identified projects by a total of $9,676,676.00 and to decrease receipts and appropriations in the Jump Start
Transportation and Public Works and Property Management Departments programmable project (City Project No. P00099) by the same
amount and (ii) increasing receipts and appropriations in the Everman Parkway - Rosedale Springs Ln to Cameron Hills Point project (City
Project No. 103271) of the Developer Contribution Fund in the amount of $590,200.54 from available Future Improvements Agreement
funds;
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the capital funds for Transportation Impact Fees by a
total of $18,500,000.00 for identified projects from available funds within specified service areas; and
3. Amend the Fiscal Years 2021-2025 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to take actions associated with funding preliminary efforts for certain identified
street and transportation infrastructure projects that are planned to be included in upcoming bond programs so that the projects
can be implemented more quickly if the bonds are approved by the voters. As previously presented at public meetings, including City Council
work session, the City is anticipating leveraging outside funding opportunities for certain infrastructure projects so that the City's 2022 Bond
Program funding can go further by only having to pay for a part of these projects. The major funding opportunity that the City hopes to leverage is
Tarrant County's 2021 Bond Program. Recently, Tarrant County announced it would be holding a bond election in November, 2021 and put out a
call to other local governments for proposed infrastructure projects that would benefit both the county and the local government. If selected for
inclusion in the Tarrant County program, the proposed projects would be eligible for a 50/50 cost share on a reimbursement basis.
On April 6, 2021 (M&C 21-0243), the City Council adopted Resolution No. 5377-04-2021 with a project list which has been submitted to the
County. The projects proposed for inclusion in the County's Bond Program would likewise be included in the City's May 2022 Bond Program,
which would provide the City's required cost share, with all bond funding subject to voter approval at each election. The Transportation and Public
Works (TPW) Department submitted a total of 26 applications to Tarrant County for funding, which included 13 thoroughfares. These projects
overlap and staff is working to accelerate planning to be positioned to provide quicker delivery of the projects — subject to voter approval of the
bond programs - by preparing design documents in advance. To date, $116,000.00 has been spent in the preparation of project conceptual and
cost estimates for several of the projects.
On January 26, 2021 (M&C 21-0076), City Council converted and appropriated $9,792,676.00 from completed Future Improvement Agreements
(FIA) into the Developer Contribution Fund. Approval of this M&C would appropriate these funds for use in support of pre -construction activities
described herein. Additionally, $590,200.54 in FIA funds are available for the proposed Everman Parkway project (City Project No. 103271) which
is planned for inclusion in the City's 2022 Bond Program. Approval of the first recommendation and adoption of the associated appropriation
ordinance would appropriate money in the Developer Contribution Fund as follows:

In addition to the Developer Contribution Fund dollars, staff proposes using $18,500,000.00 of Transportation Impact Fee funds to begin the
design phase for 10 thoroughfare projects listed in the table below that are considered high priority needs relating to capacity improvements to the
infrastructure of the City of Fort Worth due to growth. This effort will enable staff to begin the design and, in some cases, property acquisition
activities related to the projects with the expectation that construction can begin within the four year program. The proposed projects using impact
fee funding are as follows:

Note on structure of capital funds for the Transportation Impact Fees — The appropriation of impact fee funds include money in both the current
version of the capital fund and its legacy fund counterpart. As noted in the M&C G-19310, the current and legacy funds are "rolled up" and reported
as a single fund, with that M&C having provided delegated authority to move projects and entries between the two as part of efforts toward closing
out all legacy capital funds. Upon approval of this M&C, staff will initiate procurement of engineering services from the pool of engineering firms
which were pre -qualified to provide services for thoroughfare design and construction in the TPW 2020 request for qualifications (RFQ). Funding
for these projects was not included in the FY2021-2025 Capital Improvement Program (CIP) because the need had not been identified at the time
the CIP was developed. The action in this M&C will amend the FY2021-2025 Capital Improvement Program as approved in connection with
Ordinance 24446-09-2020.
These projects are located in COUNCIL DISTRICTS 2, 4, 5, 7, 8.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Jump Start (TPW and PMD), Unspecified - All Funds projects within the
Developer Contribution Fund and Revenue - SA: A, C, D, E, F, G, M, X, Z, and AA Transp Imp Fees projects within the capital funds for the
Transportation Impact Fees and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will
be available in the Developer Contribution Fund and the capital funds for the Transportation Impact Fees for the above mentioned projects. Prior
to an expenditure being incurred, the Transportation and Public Works Department has the responsibility of verifying the availability of funds.
