Ordinance No. 16909-04-2006 AN ORDINANCE INCREASING ESTIMATED RECE[PTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $198,820, SUBJECT TO RECEIPT OF THE ECONOMIC DEVELOPMENT INITIATIVE SPECIAL PURPOSE GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR THE PURPOSE OF FUNDING THE REDEVELOPMENT OF THE NORTHEAST CORNER OF MILLER AVENUE AND EAST ROSEDALE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAWED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to Chase amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amoun# of $198,820, subject fo receipt of the Economic Development Initiative Special Purpose grant from the U.S. Department of Housing and Urban Developmenf, for the purpose of funding the redevelopment of the northeast corner of Miller Avenue and East Rosedale. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to apply for and accept an Economic Development Initiative (EDI) -- Special Purpose grant in the amount of $198,820 from the U.S. Department of Housing and Urban Development (HUD) for redevelopment of the northeast earner of Miller Avenue and East Rosedale, known as Clark's Department stare, in the Historic Stop Six Urban Village; 2. Authorize the City Manager to execute a grant agreement with HUD, if the City is awarded the grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by ~198,82d, upon receipt of the grant. D15CUS51C3N: During the FY200~ federal appropriations process, the City requested and received an EDI -Special Purpose Grant of $19$,820 to redevelop the northeast corner of Miller Avenue and East Rosedale, known as Clark's Department store, in the Historic Stop Six Urban Village. The City Council unanimously selected redevelopment of the Clark's Department stare location in southeast i=ort Worth as the ED[- Special Purpose appropriations priority for FY 2004. This site within the S#op Six Urban Village is one of several areas targeted for redevelopment in southeast Fort Worth. The EDI funds do not have a matching requirement. However, staff anticipates that these funds will help leverage significant private sector investment in this area. Considerable infrastructure casts will be required to accommodate a new commerciallretail development at this site, as well as streetscape improvements to transform the existing intersection into a more pedestrian-friendly one. This EDl Grant enables the City to collaborate with the private sector on a much needed redevelopment catalyst project at this site. The budget from this EDl Grant for the development of a proposed commercial or retail project will be applied toward a portion of the following costs: site preparation, architectural and engineering expenses, inspection fees, construction, utilities and infrastructure, and administrative and legal expenses, subject to terms and conditions of the Grant Agreement and applicable laws. The site that has been awarded this EDi Grant is Incated in COUNCIL DISTRICT 5 and in the Lognarne: 17PANTHEREDI Page 1 0£ 2 Palytechnic/INesleyan Neighborhood Empowerment Zone.
