Authorize application for, and authorize acceptance of, if awarded, Fiscal Years 2022-2023 Victim Coordinator and Liaison Grants from the Office of the Attorney General Crime Victim Services Division, in an amount up to $90,000.00; 2. Authorize the execution of a grant agreement with the Office of the Attorney General for Fiscal Years 2022-2023 grant; 3. Adopt the attached resolution to make assurances as required by the State of Texas, Office of the Attorney General; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund subject to the receipt of the grant in an amount up to $90,000.00 for the purpose of funding a bilingual, Spanish -Language Victim Assistance Specialist position within the Fort Worth Police Department. DISCUSSION: The purpose, of the Office of the Attorney General (OAG) Crime Victim Services Division, Victim Coordinator and Liaison Grants (VCLG), is to fund a bilingual, Spanish -Language Victim Assistance Specialist position within the Fort Worth Police Department. The Victim Assistance Specialist will provide support throughout the Fort Worth Police Department to victims of violent crimes and their families who need Spanish speaking services. This position is responsible for working with victims of violent crimes to provide information on the law enforcement process, victim's rights, local resources, and crime victim's compensation. The OAG has been funding this program since September 2008.The grant period for this award is from 09/01/2021 to 08/31/2023. Funding in an amount up to $90,000.00 will provide partial salary for the Victim Specialist for 24 months. The remaining salary costs and associated fringe benefits will be covered by the General Fund. The City is not required to provide matching funds. Indirect costs is not an eligible budget category under this grant. Approval of the attached resolution affirms that the City Council approves submission of the application to the OAG and has designated Deputy City Manager Chapa as the Authorized Official. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, approval of the attached resolution, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
