HomeMy WebLinkAbout(0029) M&C 21-0319City of Fort Worth, Texas Mayor and Council Communication DATE: 05/04/21 M&C FILE NUMBER: M&C 21-0319 LOG NAME: 55AFW NOISE MITIGATION PROJECT AMENDMENT II SUBJECT (CD 7) Authorize the Execution of Amendment No. 2 to City Secretary Contract No. 54648, a Standard Agreement for Engineering Related Professional Services with Jacobs Engineering Group Inc, to Increase the Contract Amount by $100,950.45 for the Noise Mitigation Project at Fort Worth Alliance Airport RECOMMENDATION: It is recommended that the City Council authorize the execution of Amendment No. 2 to City Secretary Contract No. 54648, a standard agreement for engineering related professional services with Jacobs Engineering Group Inc., to increase the contract amount by $100,950.45 for the Noise Mitigation project (City Project No. 102901) at Fort Worth Alliance Airport. DISCUSSION: On September 15, 2020, Mayor and Council Communication (M&C 20-0667), the City Council authorized the execution of an engineering services agreement with Jacobs Engineering Group Inc. (Jacobs) in the amount of $3,340,573.00 for the Noise Mitigation project (Project) at Fort Worth Alliance Airport (Airport). On February 4, 2021, Amendment No. 1 to City Secretary Contract No. 54648 was executed in the amount of $24,871.15 with Jacobs for additional services to the original agreement for software and website development services to allow for virtual public meetings and the creation of a new website for the Project. Amendment No. 2, if approved, will be for acoustical testing of additional homes in the Rivers Edge subdivision (Rivers Edge). Rivers Edge is located approximately two miles north of the Airport and contains a total of 264 properties. Of the total 264 properties, the homes were separated into five different categories based on the number of stories and building styles. Thirty-seven properties have been tested as part of the original agreement scope, which included a sampling of each category of homes. Of the thirty-seven properties, twenty-four are located within the 65 day - night average sound level (DNL) contour and thirteen were located outside the 65 DNL contour (see attached map). All twenty-four homes that were tested within the 65 DNL contour resulted in being eligible for noise mitigation treatments. Because of this, all 171 properties located within the 65 DNL contour are eligible for noise mitigation treatments. Of the thirteen properties tested outside the 65 DNL contour, 33% of the sampled homes in Building Category A and Category B tested eligible for treatment, while 0% of the sampled homes in Category D tested eligible for treatment. According to the Federal Aviation Administration (FAA), when less than 50% of the buildings in each sample category test below the required threshold for noise mitigation treatments, all the remaining properties in each category must be tested. Because of this, sixty-four additional properties in Rivers Edge require acoustical testing. Over 50% of the sampled homes in Building Categories C and E tested eligible for treatment; therefore, all remaining homes in those categories are eligible for noise mitigation treatments and no further testing is required in those categories. Since no City salaries will be charged to this grant, indirect cost recovery does not apply. A waiver of the goal for Business Equity subcontracting requirements was requested, and approved by the DVIN, in accordance with the applicable ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. Fort Worth Alliance Airport is located in Council District 7. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Muni Airport Grants Federal Fund for the AFW Noise Mitigation Grant 201 project to support the approval of the above recommendation and execution of the amendment.
