Park Reservations FeesPark Reservation Fees Presented by David Creek, Acting Director Park & Recreation Department January 14, 2020 Gateway Park Pavilion #1 Purpose of Presentation 1.To provide purpose of fees for park rentals 2.To provide a brief history of fees for park rentals and current statistics 3.To provide the process for establishing fees for rentals at parks 4.To provide an overview of the fees for park rentals 2 Purpose of Fees for Park Rentals 1.All parks are free for general use* 2.Park rental fees provide for event holder’s restricted use of park area reserved, typically only the park pavilion 3.By reserving a park site and paying appropriate fees, park staff generally ensures site is prepped for use 4.No reservations are accepted for Easter or 4th of July 3 *Fees are charged for special use park facilities such as Botanic Garden, Golf Courses, Log Cabin Village, Nature Center, swimming pools and Zoo Purpose of Fees continued 4.Park rental fees are required under the following use: a.Event holder wants to ensure that area is for their exclusive use; b.Event holder requests park amenities such as electricity and restrooms; c.Event includes activity that is considered high risk such as bounce house, food truck, petting zoo; d.Event holder predicts 100 or more attendees; or e.Event is open to the general public. 4 History of fees for park rentals 1.July 6, 1993 –M&C G-10230 City Council established “no waiver” policy except where a contractual agreement exists 2.March 6, 2007 –M&C G-15627 City Council revised policy to provide waiver for PIDs 3.September 13, 2016 –M&C G-18818 City Council revised policy to provide waiver for NA/HOA with executed agreement providing increased maintenance in parks 5 FY2019 Park Reservations Statistics •881 unique park reservations •$150,772 generated from reservations •Popular rental sites •408 Trinity Park (129 from Frank Kent’s Dream Park) •114 Bradley Center •88 Water Gardens •88 Gateway Park 6 Trinity Park Pavilion #7 Fees for park rentals for NA/HOA 1.NO fees are charged for National Night Out events or Great American Cleanup, reservations are strongly encouraged 2019: 238 NNO events held with 40 of those events held in parks 2.Fees may be waived for NA/HOA with an Adopt-A-Park agreement with increased maintenance, level 3 or above Level 3: Ongoing mowing and weed removal Level 4: Install or maintain irrigation Level 5: Light construction 7 Fees for rentals for NA/HOA continued 3.Fee waivers may only be approved during the primary terms of the agreement (which is typically five years) 4.The event must be a sponsored event of the HOA/NA 5.Fee waivers are for site reservation only, amenities and other fees are assessed, all policy procedures are required 6.Maximum number of rentals waived annually is three, in addition to National Night Out and Great American Cleanup 8 Fees for Park Rentals* TYPE # Participants Half Day Full Day Damage Deposit Per Participant Fee General < 100 $75 $150 $0 $0 100 –500 $165 $330 $100 $0 Walks,Runs, Public Events, not Trinity Park < 100 $75 $150 $0 $0 100 –500 $165 $330 $100 $0 > 500 $290 $580 $375 $0.75 Walks,Runs, Public Events, at Trinity Park < 100 $100 $200 $0 $0 100 –500 $190 $380 $100 $0 > 500 $300 $600 $375 $1 9 *For complete list of fees, policies, regulations and to make a reservations, call 817.392.5718 OR email ParkReservations@fortworthtexas.gov OR http://fortworthtexas.gov/parks/park-reservations/ Benchmark Fee Data 10 Fort Worth Dallas Arlington TYPE Half (4 Hours) /Full Day Per Hour Half (6 Hours) /Full Day General < 100:$75 / $150 101-500: $165 / $330 $30 (3 hour minimum) Fees vary depending on park reserved Weekday, Half Day: $45 -$150 Full Day, $90 -$300 Weekend, Half Day: $45-$250 Full Day, $90 -$400 Walks,Runs, Public Events Not Trinity Park < 100:$75 / $150 101-500: $165 / $300 > 501: $290 / $580 + $.75/per participant $200 per event $2.00/per participant $150 per special event, w/500+ participants Process for Establishing Fees and Next Steps 1.Staff conducts market analysis biannually 2.City Council approves municipal fee schedule as part of annual budget 3.Revising Park & Recreation Department’s Park Reservations Policy to integrate specific procedures and provide overall clarity 11 QUESTIONS?
