HomeMy WebLinkAboutOrdinance 20565-01-2013Ordinance No. 20565-01-2013 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ENVIRONMENTAL PROTECTION MANAGEMENT FUND IN THE AMOUNT OF $75,000.00, DECREASING THE ASSIGNED FUND BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF TRANSFERRING SAID FUNDS TO THE ENVIRONMENTAL PROTECTION PROJECT FUND FOR PARTICIPATION IN THE REVERSE LITTER CAMPAIGN; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Protection Management Fund in the amount of $75,000.00, decreasing the assigned fund balance by the same amount, for the purpose of transferring said funds to the Environmental Protection Project Fund for participation in the Reverse Litter Campaign. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, Such decision, opinion or judgment shall in no way impair the remaining portions, sections, or- parts of sections of this ordinance, which said remaining provisions shall be and remain in. full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 204 1 1 -09 -20 1 2 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. DISCUSSION: The Memorandum of Understanding (MOU) with Tarrant Regional Water District (TRWD) will allow the City to provide funds for the purchase Of radio and television spots 83well as billboard, [D3gmzjOe and newspaper advertising t] promote the campaign. As water suppliers for nearly 1.2 million people in the City of Fort Worth and surrounding communities, the City Of Fort Worth and TRVVOhave a keen interest iOprotecting and preserving the quality Ofour waterways. Each year hundreds Vf tons Of trash and debris wind upiD creeks and rivers that flow into our reservoirs. The same trash we see 800UDlu|mt8d along the Trinity River after a big r8|O is the same sort of litter washing into our reSenx]ir5, which serve as major sources 0fdrinbing water for OOiUiOnS of North Texans. TRWD and the City of Fort Worth are seeking to develop a regional anti-litter campaign to highlight the Logo4me:20RB\7BRSE LITTER Page | of problem and inspire action. The goal isk] prevent tons Of plastic bottles, paper, StvrofUann and other trash and debris from flowing into our creeks and reservoirs annually. The campaign is called Reverse Litter, and /t aims b} reverse the litter trail, 6O that it winds VpiD trash cans and recycle bins before it pollutes our waterways. TRWD and the City of Fort Worth must develop and submit to the Texas Commission on Environmental Quality, G siOrr8VV8ter management program /SVVMP\ that includes at least six control measures. The Reverse Litter Campaign will address two items on the list: public education and outreach and public involvement and participation.
