HomeMy WebLinkAboutContract 54683-A1 AMENDMENT No. 1 CSC No.54683-A1 TO CITY SECRETARY CONTRACT WHEREAIS, the City of Fort Worth (CITY) and Hazen and Sawyer, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 54683, (the CONTRACT) which was administratively authorized on the 22nd day of September, 2020 in the amount of $920 ,150 . 00; and WHEREAIS, the CONTRACT involves engineering services for the following project: Village Creek WRF Digester Mixing, Flare and Dome Improvements; and WHEREAIS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOWTHEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in the proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $1,336, 736 . 00 . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $2 ,256,886. 00 . 3. This scope amendment reflects changes to the original Scope of Services agreed upon by the ENGINEER and the CITY. Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. ADDITIONAL WORK TO BE PERFORMED ENGINEER will perform the following additional tasks to the scope of work: 1. Evaluation of: • Gas turbine compressor rehab and replacement options. • Additional 3rd turbine gas compressor and siloxane removal system. 2. Detailed design and bidding services for: r relief and vacuum relief safety valves safety selector I • Installation of new pressure y y valves, and secondary pressure relief hatches in Digesters 1 -14. • Installation of iron sponge hydrogen sulfide removal system • Rehab of three digester gas compressors systems • Replacement of two digester gas dryer systems • Upgrade of electrical systems in Digester Control Room No. 1, Digester Control Room No. 2 and in the Electrical Room of the Digester Gas Compression Building • Replacement/rehab of turbine gas compressors. TASK 1. DESIGN MANAGEMENT ENGINEER to provide additional design management services including: • Lead, manage and direct design team with the additional scope items. • Perform quality control for the design of the additional scope items. • Communicate internally among the additional team members for coordinating the additional scope items. TASK 2. ENGINEER will develop 30% Drawings including draft PI&Ds and 30% Opinion of Probable Construction Costs that will be incorporated into the Conceptual Design Package for the following additional scope items: • New Gas Safety Equipment Replacement: ENGINEER will design the replacement of the two existing pressure/vacuum relief valves and the addition of one new safety selector valve and one new secondary pressure relief hatch to each of the 14 digesters. • New Iron Sponge Vessels: ENGINEER will develop detailed design documents for four iron sponge vessels and one 10 horsepower media regeneration compressor, including power and controls related to the compressor and related instrumentation. Compressor will be powered from an existing MCC and connected to an existing RTU. The concrete slab for vessels may be supported on prepared subgrade or drilled concrete piers based on pending geotechnical recommendations. • Rehabilitation of Existing Digester Gas Compressors: ENGINEER will develop detailed design documents for the rehabilitation of the existing three digester gas compressors, including upgrading of compressor skids, coordination of compressor refurbishment with compressor manufacturer and replacement of worn equipment on the skid and the vendor controls. This will include the following: o Existing pads housing compressors will be rehabilitated, and any required additional pipe support(s) will be designed. o Vendor controls upgrades will include power and controls related to the rehabilitation of compressors, new reduced voltage starters for compressors, coordination with vendor to provide appropriate vendor control panels, and tie-in to existing MCC and RTU. o Replacement of instrumentation on the skid is anticipated to be provided by the vendor. Instruments outside of the skid and not specifically tied into the compressor control panel are not intended to be replaced. o Motor horsepower for the compressors will not change. • Replacement Digester Gas Dryer Systems: ENGINEER will develop detailed design documents for the replacement for the existing digester gas dryer system which will include new digester gas dryer skids, modification to existing concrete equipment pads, new vendor-supplied control panel to be installed in the unclassified electrical room, and City of Fort Worth,Texas Attachment A PIVO Release Date:08.1.2014 Page 2 of 9 ATTACHMENT A DESIGN SERVICES FOR VCWRF DIGESTER MIXING,FLARE,DOME IMPROVEMENTS CITY PROJECT NO.:102562 new chillers to be installed outside in an unclassified area. New system will be tied in to the upgraded MCC and RTU in the Gas Compressor Building's Electrical Room. ASSUMPTIONS • The additional scope items will be incorporated into the Conceptual Design Package for the original scope of work and shall be submitted to CITY per the approved Project Schedule in the original scope. DELIVERABLES • The additional work shall be incorporated into the deliverable listed on the original scope of work. TASK 3. PRELIMINARY DESIGN (60 PERCENT). ENGINEER will develop the preliminary design of the infrastructure as follows. 3.1. Development of Preliminary Design Drawings, Specifications and Opinion of Probable Construction Cost for the following items in addition to those listed in the original Scope of Services: • Replacement of pressure relief and vacuum valves and the addition of a safety selector valve and secondary pressure relief hatch for Digesters 1-14. • Iron sponge hydrogen sulfide removal system • Rehabilitation of the digester gas compressors • Replacement of the digester gas dryer system • Electrical, HVAC and architectural upgrades for Digester Control Room No. 1& 2, and the Gas Compressor Building's Electrical Room. • For the electrical improvements, ENGINEER will have a separate workshop with the City to review and discuss the preliminary electrical improvements prior to the 60% submittal. 3.2 Upgrade of Digester and Gas Compressor Building Electrical Systems: ENGINEER will develop detailed design documents for electrical and building upgrades for Digester Control Room No. 1, which services Digesters 1-6, Digester Control Room No. 2, which services Digesters 7-10, and the Gas Compressor Building's Electrical Room. • Electrical Upgrades for Digester Control Room No. 1 for Digesters 1-6 will include replacement of the following electrical equipment: SS8, SS9, SS7, SS 65, MTS, MCC G, MCC GA, MCC DC, VFDs, panelboards and dry-type transformers, and PAT PA8, PA9 and PA65. Additional items relevant to this task include: • Existing transformers will be replaced with larger sizes to accommodate pumped mixing. • MCCs will be consolidated. This may tie into DCS via fiber. • Electrical Upgrades for Digester Control Room No. 2 for Digester 7-10 will include replacement of the following electrical equipment: SS34, SS35, PA34, PA35, MCC DC2, VFDs (either all new or new enclosures), and panelboards & dry type transformers. • Existing transformers will be replaced with larger size to accommodate pumped mixing. • PQM on mains will be provided and installed. • New wire and conduit for equipment fed from MCCs and panelboards will be replaced and installed. • RTU-28 will be evaluated, and back panel replaced with new terminal strips. • Electrical Upgrades for Gas Compressor Building will include replacement of the following electrical equipment: SS67, SS68, PA67, PA68, and MCC GCA. Panelboards and dry-type transformers are in good condition and will remain. • Transformers will be replaced with a larger size to accommodate inrush from existing gas compressors. • PQM on mains will be provided and installed. • New wire and conduit for equipment fed from MCCs and panelboards will be replaced and installed. • RTU-47 will be evaluated, and the Quantum PLC will be replaced with M580 PLC. Associated power supplies will be replaced. • Modifications to the Digester Control Room No. 1 & 2 and Gas Compressor Electrical Rooms will include: • Demolition of the existing MCC, lighting, and receptacles in the room. It is anticipated that the new electrical equipment will fit within the existing electrical room footprint. • Lighting, receptacles, and provisions for general building equipment (HVAC) for the rehabbed electrical room will be provided. • Existing field equipment, instruments, lighting, etc. will not be included for replacement (unless otherwise noted). Roof replacement is included for Digester Control Building No. 1 and 2 only. 3.3. Development of Preliminary Design Drawings and Specifications for the additional scope items listed above: • Civil Sheets consisting of pad locations for exterior equipment. • Mechanical Sheets consisting of yard piping, plan and sections for iron sponge system and piping, digester gas compressor and drying systems. • Structural Sheets for all structural portions of the design including foundations, slabs, equipment pad modifications and specialized pipe supports. • Architectural Sheets consisting of improvements to Digester Control Buildings No. 1 & 2 and the Gas Compressor Building's Electrical Room. • HVAC Sheets consisting of improvements to the Digester Control Buildings No. 1 & 2 and the Gas Compressor Building's Electrical Room • Electrical Sheets for all electrical upgrades for Digester Control Room No. 1& 2 and the Gas Compressor Building's Electrical Room, as well as electrical design for blower for iron sponge system, three digester gas compressors and two digester gas dryer systems. • Instrumentation Sheets for all instrumentation portions of the design including piping and instrumentation diagrams for the iron sponge system, gas compressors and gas dryer systems. 3.4 Perform evaluation of the existing turbine gas compressors and develop options for rehabilitation or replacement of the compressors. The proposed design is to have two identical and independent compressor systems. Each compressor system is to be sized to supply gas demand to one of the existing gas turbines at full load. Alternatives to be evaluated include: • Evaluate current operational and mechanical issues with existing compressors to identify solutions to be incorporate into the rehab or new compressor units. • Coordination with Atmos Energy, the plant natural gas provider, to determine if higher natural gas service pressure is available that can decrease compressor size and potentially eliminate the need for compressors. Also, work with plant personnel in identifying natural gas pressure regulating valves that will need to be adjusted or replaced if onsite natural gas pressure is increased. • Evaluate compressor design capacity, pressure and number of units for redundancy based on natural gas only or natural gas/digester gas fuel options and potential to increase natural gas service pressure. Also, evaluate the application of particulate and coalescing filters on each compressor skid. Rehab the other compressor remaining on existing skid with new components and controls to match the new compressor skid. Each compressor skid is to have their own dedicated control panel. Evaluation to include existing compressor's ability to operate at new required design conditions, manufacturer's ability to perform service, spare parts availability, warranty of rehabbed compressor and skids. • Evaluate installation of new compressor skids at the existing and proposed new design capacity and pressure. • Evaluate electrical impacts and improvements needed for rehabbed or new compressor skids including adding a third compressor. • Evaluate current turbine room gas safety systems based on current code requirements and coordinate with plant personnel on the reliability and operability of the existing systems. Any third-party testing and evaluation is not included within this scope of work. • Evaluate options and provide preliminary cost estimate for adding siloxane treatment for digester gas feed to the turbines. Evaluation to be included in the Gas Turbine Evaluation Technical Memorandum. ASSUMPTIONS • The Preliminary Design for the additional scope items, excluding the turbine gas compressors, will be incorporated into the Preliminary Design Package for the original scope of work and shall be submitted to CITY per the approved Project Schedule in the original scope. • The Turbine Gas Compressor Evaluation is to be performed in parallel with the 60% Design of other scope items. ENGINEER will perform site visit and kick-off meeting to review operations and maintenance of existing gas turbine compressors and confirm design criteria. ENGINEER will submit draft technical memorandum with 60% Design Submittal and hold separate workshop on the turbine gas compressor evaluation. ENGINEER will develop detailed design of the selected turbine gas compressor alternative for the 90% design submittal. Replacing and/or adjusting natural gas pressure regulators throughout the plant site is not included within the scope of work. • The new turbine gas compressors will have a motor horsepower of 300 HP or less allowing the reuse of the existing motor starters. The existing vendor control panel to be replaced with two separate panels, one for each compressor. The two new vendor panels will fit within the existing electrical room. FINAL DESIGN (90 PERCENT) AND FINAL CONSTRUCTION DOCUMENTS (100 PERCENT). 4.1. Final Design Upon approval of the Preliminary plans, ENGINEER will prepare construction plans for the additional scope items in accordance with the original final design scope: • Provide draft Final plans (90%) and specifications for all additional scope items including the turbine gas compressors that shall be submitted to the CITY per the approved Project Schedule. • The ENGINEER shall incorporate all additional scope items, including the design of the turbine gas compressor rehab, into the final design estimate of probable construction cost with both the 90% and 100% design packages. 4.2. TCEQ and Local Permitting Coordination • ENGINEER will incorporate the additional scope items into the sign and sealed plans and specifications to be submitted to TCEQ. ENGINEER will also address TCEQ comments from the plan review process and incorporate them into the contract documents for the additional scope items. ASSUMPTIONS • The Final Design for the additional scope items will be incorporated into the Final Design Package for the original scope of work items. BID PHASE SERVICES ENGINEER will support the bid phase of the project as follows as per the original Scope of Services. 5.1. Bid Support • The ENGINEER will provide technical interpretation of the contract bid documents for the additional scope items and will prepare proposed responses to all bidders questions and requests, in the form of addenda. ASSUMPTIONS • The additional scope items will be bid with the original scope items and will be bid only once and awarded to one contractor. • Number of drawings and specifications shall be per the original scope of work. DELIVERABLES • The additional work shall be incorporated into the deliverable listed on the original scope of work. TASK 6. ALLOWANCE SERVICES The following are allowance services. The ENGINEER will submit scope and fee for each of the items and obtain written approval from the CITY prior to performing these services. 6.1. Design Survey • The topographic survey for the additional scope of work was performed within the design survey allowance of the original contract. The additional allowance for the design survey is for any additional survey required during detailed design. The design survey shall meet the requirements stated in the original scope of work. 6.2. Utility Designation Services (Quality Level B) Electromagnetic Investigation • ENGINEER will contract with an SUE subconsultant that will perform electromagnetic utility investigation (utility designation) for the horizontal location of various utilities within the limits of the iron sponge pad location and chiller pad locations. • Includes utility research, electromagnetic investigation, CAD and survey of data. 6.3. Utility Designation Services (Quality Level A) Vacuum Excavation Test Hole • ENGINEER will contract with an SUE subconsultant that will perform up to three (3) additional days of Quality Level A (Test Hole) vacuum excavations at locations to be determined by ENGINEER and the CITY. • The SUE Level A work shall meet the requirements stated in the original scope of work. • Assumptions include SUE firm will backfill all excavations, water and air will be allowed for use when searching for utilities, CITY will provide site plans, utility record drawings and on-site contact person information, all locations will be accessible for vacuum excavation unit and access will be provided inside all buildings within area of utility locating. City of Fort Worth,Texas Attachment A PMO Release Date:08.1.2014 Page 8 of 9 ATTACHMENT A DESIGN SERVICES FOR VCWRF DIGESTER MIXING,FLARE,DOME IMPROVEMENTS CITY PROJECT NO.:102562 6.4 Geotechnical Investigation • ENGINEER will subcontract with a geotechnical company to perform geotechnical site investigation for up to two additional boring drilled until 15 feet of unweathered rock is penetrated at the proposed iron sponge slab location. • The geotechnical investigation shall meet the requirements stated in the original scope of work. • CITY to approve boring locations and assist with identifying underground utilities within area of borings. DELIVERABLES • The additional work shall be incorporated into the deliverables listed on the original scope of work. ADDITIONAL SERVICES NOT INCLUDED IN THE EXISTING SCOPE OF SERVICES Additional Services not included in the amended Scope of Services — CITY and ENGINEER agree that the following services are beyond the Scope of Services described in the tasks above or per the original Scope of Services. However, ENGINEER can provide these services, if needed, upon the CITY's written request. Any additional amounts paid to the ENGINEER as a result of any material change to the Scope of the Project shall be agreed upon in writing by both parties before the services are performed. These additional services include the following: • Electrical upgrades to Digesters 11-14 or the Boiler Building. • HVAC upgrades in the Gas Compressor Process Area, where compressors and dryer skids are located and digester tunnel ventilation systems that are not located within or on top of the Digester Control Rooms No. 1 and 2. • Architectural renderings. • Evaluation of existing gas turbines and control system. • Design of new high pressure natural gas pipeline to turbine gas compressors and replacement/adjustment of existing natural gas pressure regulators. • Design of 3rcl turbine gas compressor and siloxane removal system. Authorize the execution of Amendment No. 1 in the amount of$1,336,736.00 to City Secretary Contract No.54683 an Engineering Agreement with Hazen and Sawyer, Inc.for the design of additional improvements to the digesters at the Village Creek Water Reclamation Facility project for a revised contract amount of$2,256,886.00; 2. Adopt the attached resolution expressing official intent to reimburse expenditures with proceeds from future debt for the evaluation and design of the Improvements to the Digesters at the Village Creek Water Reclamation Facility;and 3. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Water and Sewer Commercial Paper Fund in the amount of$1,396,796.00,by increasing appropriations in the Evaluation and Design of Improvements to the Digesters at the Village Creek Water Reclamation Facility(City Project No. 102652)and decreasing appropriations in the Unspecified project(City Project No. UNSPEC)by the same amount. DISCUSSION: On September 22,2020, Mayor and Council Communication(M&C 20-0701),the City Council authorized an engineering agreement with Hazen and Sawyer, Inc., in the amount of$920,150.00 for the evaluation and design of improvements to the digesters at the Village Creek Water Reclamation Facility.The evaluation phase of the project identified additional improvements that would address equipment that has reached the end of its useful life and that would allow the City of Fort Worth(City)to improve the quality of biogas for beneficial reuse. Amendment No. 1 will allow Hazen and Sawyer to design additional improvements identified during the evaluation phase of the project.The additional improvements include new pressure relief systems at each digester, new scrubbers to remove hydrogen sulfide from biogas produced at the digesters, rehabilitation of the existing biogas compressors, replacement of the turbine gas compressors,replacement of the biogas dryers, and upgrades to the electrical systems that support the compressors,dryers,and the digesters that will receive new pumped mixing systems. In addition to the amendment amount,$60,000.00 is requested for additional project management. This project is anticipated to be included in a future revenue bond issue for the Water and Sewer Fund.Available cash within the Water and Sewer portfolio and the City's portfolio along with the appropriation authority authorized under the Callable Commercial Paper Program(CP)will be used to provide interim financing for this project until debt is issued. Once debt associated with this project is sold,bond proceeds will be used to reimburse the Water and Sewer portfolio and the City's portfolio in accordance with the attached Reimbursement Resolution.Under federal law, debt must be issued within approximately three years in order for these expenses to be reimbursable.Adoption of the attached resolution does not obligate the City to sell bonds,but preserves the ability of the City to reimburse itself from tax-exempt bond proceeds.
