AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND,SUBJECT TO
RECEIPT OF THE GRANT,IN AN AMOUNT OF$10,000.00,FOR THE PURPOSE
OF FUNDING MORTGAGE AND RENTAL ASSISTANCE FOR FAMILIES
AFFECTED BY COVID-19; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the
Budget of the City Manager,there shall also be increased receipts and appropriations in the Grants Operating
Other Fund, subject to the receipt of the grant, in an amount of $10,000.00, for the purpose of funding
mortgage and rental assistance for families affected by COVID-19 through partnership with Community
Action Partners.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council:
1. Ratify the application for and authorize acceptance of a grant from United Way of Tarrant County in the total amount of$10,000.00 to provide
mortgage/rental assistance for families affected by COVID-19;and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject to
receipt of the grant, in the amount of$10,000.00,for the purpose of funding mortgage and rental assistance.
DISCUSSION:
In May 2020,the Neighborhood Services Department applied for and was awarded emergency relief funds from United Way of Tarrant County in
the amount of$10,000.00.The funds were to provide financial assistance to Tarrant County residents affected by COVID-19 in the form of
mortgage/rental payments, including arrears for up to two months,security deposits and administrative fees.
The purpose of this Mayor and Council Communication(M&C)is to appropriate the$10,000.00 to existing expenses,for which an M&C was not
completed when the funds were approved. To make sure the funds could be used,staff requested that United Way of Tarrant County extend the
expense timeline for one year. United Way approved an extension to May 1,2021.
This project serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations funds will be available in the current operating budget,as
appropriated,in the Grants Operating Other Fund.The Neighborhood Services Department(and Financial Management Services)will be
responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,the Neighborhood Services Department
has the responsibility to validate the availability of funds.This is an advance grant.
