HomeMy WebLinkAboutOrdinance 25094-09-2021 ORDINANCE NO. 25094-09-2021 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE FISCAL YEAR 2021-2022 FORT WORTH PUBLIC IMPROVEMENT DISTRICT 20—EAST LANCASTER AVENUE FUND IN THE AMOUNT OF$281,384.00,OF WHICH$257,384.00 IS FROM AVAILABLE FUNDS, AND$24,000.00 IS FROM REDUCING FUND BALANCE,FOR THE PURPOSE OF PROVIDING IMPROVEMENTS AND SERVICES TO THE PUBLIC IMPROVEMENT DISTRICT 20-EAST LANCASTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Fiscal Year 2021-2022 Fort Worth Public Improvement District 20—East Lancaster Fund in the amount of $281,384.00, of which $257,384.00 is from available funds and $24,000.00 is from reducing fund balance, for the purpose providing improvements and services to the Public Improvement District 20-East Lancaster during Fiscal Year 2021-2022. SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1,2021, and ending September 30, 2022, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. DISCUSSION: On February 12,2019,the City Council adopted Resolution No.5052-02-2019,establishing Fort Worth Public Improvement District 20-East Lancaster Avenue(East Lancaster PID). The purpose of this benefit hearing is to receive comments from the public regarding the Fiscal Year 2021-2022 budget and five-year service plan for the East Lancaster PID and the proposed assessments to be levied on each property in the East Lancaster PID for the 2021 tax year. Following the public hearing, it is recommended that the City Council take the following actions: adopt the attached ordinances(1) approving and adopting the budget,five-year service plan,assessment plan,and assessment roll; (2)levying the proposed assessments;and(3) appropriating funds. The improvements and services to be provided in the East Lancaster PID during the 2021-2022 Fiscal Year and the costs thereof are as follows: Fiscal Year 2022 Budget Improvements Total Budgeted Cost Management Fee $17,800.00 Security Patrols 1 $248,280.00, Community Marketing/Events $4,656.00 Communications $3,000.00.
