AMENDMENT No.2
TO CITY SECRETARY CONTRACT No. 53959
WHEREAS, the City of Fort Worth (CITY) and Teague Nall and Perkins,
Inc. , (ENGINEER) made and entered into City Secretary Contract No. 53959,
(the CONTRACT) which was authorized by M&C No. 20-0386 on the 16 day of
June, 2020 in the amount of $ 144, 000 . 00; and
WHEREAS, the CONTRACT was subsequently revised by Amendment No. 1 in
the amount of $80, 000 . 00 which as administratively authorized on the 8
day of October, 2020; and
WHEREAS, the CONTRACT involves engineering services for the
following project :
Sycamore Park Phase I; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $48,100. 00. (See Attached Funding
Breakdown Sheet, Page -4-)
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $272,100. 00.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.
EXECUTED and EFFECTIVE as of the date subscribed by the City' s
designated Assistant City Manager.

Dear Mrs. Yang:
Teague Nall and Perkins, Inc. is submitting this fee Amendment for the above referenced contract
based on additional services requested. The following is a brief description and cost for the
additional services to be provided on this project:
I. North Loop Drive and Parking
Per the Sycamore Park master plan, the City has identified available funds for the design
and partial construction of the North Loop Drive improvements and adjacent parking. The
Loop Drive improvements will consist of an 18 ft. wide concrete pavement section with
adjacent angled parking spaces with curb landscape islands, roadway alignment revisions to
match the master plan layout, relocation of the west drive connection to Vickery Blvd., and a
storm drain system. TNP will provide additional surveying, and engineering services for the
additional design, and will utilize a sub consultant for the geotechnical investigation and
report. Landscape design services will not be provided for the north loop road and parking,
so only sod will be provided in the islands. The Subsurface Utility Engineering (SUE) sub
consultant will not be provided in this scope.
II. Fee Proposal for Contract Amendment No. 2: $ 48,100
TNP proposes a total fee of $48,100 to accomplish the scope of services. A breakdown of
the fee is included in Attachment B-2.

III. Project Schedule
The anticipated duration of the additional design services is 5 months. See Attachment D-2

IV. M/WBE Utilization:
This amendment includes work effort for our certified SBE subconsultant partners. With this
amendment, the overall M/SBE participation will be 7.89% which is a little below the City's
M/SBE goal of 8%, due to the request that SUE services not be provided with this
amendment, which was one of the M/SBE subconsultants.

Total Contract Value of$272,100.00 (2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 2 to City Secretary
Contract No. 53959, an engineering agreement with Teague Nall and Perkins, Inc., to provide
additional engineering design services for Sycamore Park Phase I Improvements in an amount not to
exceed $48,100.00, for a revised contract value of$272,100.00 (City Project No. 102014).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of
Amendment No. 2 with Teague Nall and Perkins, Inc. (TNP) to provide additional engineering design
services for the replacement of the north loop road at Sycamore Park (City Secretary Contract No.
53959), in an amount not to exceed $48,100.00, for revised contract value of$272,100.00.
TNP has been under contract (M&C 20-0386 and City Secretary Contract No. 53959) since June 16,
2020, providing engineering design services for Phase I road and parking lot repaving. The amount in
the original engineering contract is $144,000.00. To date, Amendment No. 1, in the amount of
$80,000.00, was administratively approved for additional scope including pedestrian trail
reconfiguration and playground replacement.

This project is included in the 2018 Bond Program. Available resources within the General Fund will
be used to provide interim financing until debt is issued. Once debt associated with the project is sold,
bond proceeds will reimburse the General Fund in accordance with the statement expressing official
Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election
(Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council.
Since the contract amount of Amendment No. 2 is less than $100,000.00, no MWBE participation is
required.
Sycamore Park is located in COUNCIL DISTRICT 8.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously
appropriated, in the 2018 Bond Program Fund for the 2018GO Sycamore Park St Rehab project to
support the approval of this recommendation and execution of the contract. Prior to an expenditure
being incurred, the Park& Recreation Department has the responsibility of verifying the availability of
funds.
